Sakura Cards are cards that were converted from Clow Cards into Sakura Cards by... why, Sakura herself! She used her own magic to do this. Because the Sakura Cards were no longer drawing energy from Clow's magic, they took it from Sakura, thus why they're Sakura Cards. This can be very tiring for her, especially when she's not used to it. She's never had something seeping her energy away from her.
Anyway, Sakura Cards are much more powerful than Clow Cards, and they also have a different appearance. While Clow Reed's cards were reddish and old-fashioned, Sakura's cards were more "modern" and were pink in color.
The reason that Sakura must convert the cards is simple. The Clow Cards were drawing power from Clow Reed. However, Clow Reed died, but he left behind some of his magical power. Sadly, his magical power cannot be replaced, and there is just so much to be spared. If Sakura didn't convert the cards and didn't support them with her own magic, the cards would have lost their powers and would have become normal, ordinary cards. Of course, Sakura couldn't allow this to happen because she loved the cards.
So she must change them all... But it isn't that simple. If you change a card without reason, it could be bad. The card could become wild and be set free. This is the reason why Eriol came to Tomoeda. He set out obstacles for Sakura, so she was able to use her cards with REASON. Of course, Sakura didn't know anything about Eriol until the end.
