Work in Progress:  Models for Structural Reforms
BackgroundMunicipal expenditures are affected by many factors.  Some of those factors are controllable; and, some are not.  Controllable factors include specific policies that are adopted by the Town Council and the Board of Education.  Those policies may cover organizational structure, operational procedures and fiscal management.  As those policies change, they impact directly the level of Town expenditures.  For example, organizational policies will directly impact the number of employees hired to perform a particular function.

The objective of this project is to provide Town officials with relevant information regarding the impact of contemplated changes in policy.

Scope of ProjectThis project will focus on policies that affect the level of manpower in the municipal organization (both in Town Government and in the public school system).  Manpower costs consume nearly 70% of the total municipal expenditures.  Organizational policies relating to administration, class size, buildings and grounds, finance, and purchasing will be explored.
