Measuring Ability to Pay: Property Taxes as a Percentage of Total Personal Income |

According to the following table, in 2002, residents of the 29 towns in the Capitol Region were assessed 3.5% of their total personal income for payment of property taxes on their residences and motor vehicles.� (Property taxes paid by business owners were excluded from these numbers). Comparatively, residents of the Town of Avon were assessed 3.8% of their personal income for local property taxes.� By this measure, Avon was ranked the 12th highest-taxed town in the 29-town Region.� The highest-taxed town was the Town of Marlborough (4.5%); the lowest was the City of Hartford (2.5%). |

There was some correlation between the above ranking and the ratio that residential properties and motor vehicles bear to the total Grand List.� With some exceptions, towns that assessed a relatively high rate of local property taxes have a larger percentage of their Grand Lists represented by residential properties and motor vehicles.� Thus, the City of Hartford had the lowest tax rate (2.5%) because only 31.8% of its Grand List was represented by homes and motor vehicles.� In other words, most of the property taxes in Hartford were paid by business owners. |
