1. The "TOTAL" line on the table already reflects the $955,000-reduction since the first submission.
2.  However, the component indices of BOE spending do not reflect the above reduction since the BOE
     has not yet adjusted their line item budget.
3. The indices for "Prepaid State & Federal grants" for 2003-04 and 2004-05 are understated.
    In both years, the budgeted amount of $425,000 does not represent reality.  Comparatively,
    prior years' indices reflect actual levels of expenditure ($766,089 in 2002-03).
4.  At first glance, the BOE spending index that simply keeps pace with the enrollment growth may look
    OK.  However, considering that growth should generate cost savings from improved economies of
    scale, BOE spending trends (in constant dollars) do require a closer look.
