| The Upper Level Scouts of the Past
During the Silver Millennium, there was a group of four Sailor Senshi that remained a secret from everyone minus Sailor Pluto. Queen Serenity, herself, created the group and dubbed them the Upper Level Scouts. These four, Catherine, a Priestess for the Moon Goddess, Rhian, a sorceress of good magic, Victoria, a protector of a sacred species, and Chrissy, an advocator of minorities, were close friends of the Queen. Each were granted powers and immortality along with the Sailor Pluto. They remained as the last hope should the planetary senshi fail to protect and they were the Queen�s guardians. They died defending the Queen and Serenity made sure they were reborn with the others. |
| The Upper Level Scouts of the Present
In the present the Upper Level Scouts awoke before anyone else. Rhian was the first to awake in 1800�s as a pagan witch. She had retained immortality and thus never died and stopped physically aging at 50. Her true age is a mystery. Catherine was next to be awakened when Rhian was thought to be murdered in the 1950�s. She was born as a child, but also had her immortality and stopped aging at 50 as well. Victoria and Chrissy were awoken around the same time when the world was thrown into the Korean and end of the Cold War. The four reunited and kept hidden from the planetary scouts but asserted themselves as guardians of the Warrior sailor senshi. |

In 30th Century Crystal Tokyo, they still remain hidden from the Planetary Scouts and watch over Neo-Queen Serenity from a distance. Sailor Pluto showed them where the first Queen Serenity had been laid to rest and they took to guarding her resting spot. They also train the Warrior Sailor Senshi. |
