| Toukan were once normal humanoids, but after becoming lost in the exteme cold of the north, they were recreated in the image of the climate by some unknown natural force. Now, they are fey with a tenuous connection to the various cold dominated planes. They are forever apart from whatever race they once were. In the recreation, they lose much of their past life and are simply functional adults who must make a new life.
Personality: Toukan are judgemental of others and generally make a mental list of races they've encountered and their relative worth, generally they put themselves, their old society, and immortal races at the top and make their way down to short-lived, brutish creatures and creatures of fire. While they are apt to make these generalizations, they are able to recognize an individual's worth, even if grudgingly. While they are not outright charming to new individuals, their otherworldly beauty usually makes up for it in the short-term. Trusted friends and proven allies find that a Toukan has a kinder side and often a burning desire to be liked by others. Physical Description: Toukan are a split between human and elf heights and weights, with nymph-like features, somewhat half-elven in males. They have skin that is a glistening white to a frosty blue and rarely is the blue of deep pure water in color and is slightly cool to the touch. The color of their hair ranges from deep purple, to light blue to white and straight, often worn long (at least to neck on males and often to below shoulder blades or even waist on females). Toukan eyes are violet, blue, gray, or all white. A refracting mist of ice crystals often accompanies Toukans wherever they go, though they can make an effort to stop it while they wish to physically interact with other races who don't much care to have ice swarming them. They are usually seen floating about seemingly, but not actually, supported by the mist enveloping them. Toukan that have children with oter races (the current rarity of Toukan makes this very common) have a 50% chance of having a Toukan or a mix between a elf and the other race. When the child is mixed, it has triple the standard ages for each stage of life (except double for adulthood) and has a slight blue tint to its skin, but is otherwise normal for its kind. Relations: Toukan generally think of other races as inferior, but they are so few in number and harbor no intrinsic hatred that they generally treat them with the same sort of paternal care that elves show to "lesser races." Because Toukan are so rare outside of their isolated northern homes, no other common race has a defined opinion of them and often have no idea what they are seeing or speaking with. The only creatures that widely know what Toukan are would be Fey. Toukan regard each other as equals if they ever happen to encounter one another. Those who discover that they are fey may not entirely trust them out of ignorance of their humanoid desires and tendancies. Alignment: Toukan tend toward neutrality due to their survival oriented creation and how apart they now are from other civilized peoples. There are a few that have gravitated to one extreme or another and plenty have retained the alignment they had prior to being recreated. Toukan Lands: Toukan only have some small settlements in extreme cold environments where no other civilized races can prosper. There is one exception, several Toukan have taken it upon themselves to create a grand frozen city in the north for those Toukan that find themselves persecuted to flock to and live in peace. While the city is presently made to comfortably support about 1,200 citizens, it is only occupied by around 300 Toukan and a few odd members of intelligent cold monstrous races. Other than this, Toukan may make their way back to the rest of the world and start over. Religion: Toukan have no racial religious practices, but many worship the deities of wherever they settle or those of nature. Language: Toukan speak Common, Auran, and Aquan by nature and they often learn other elemental languages, the languages of creatures found in cold environments, and those of the fey and the otherworldly elves. Names: Toukan have no strong naming tradition, but they often have human, elven, and sylvan names. Adventurers: Toukan are naturally suited to adventuring with their various abilities and virtually endless lifespan. Medium Fey (Augmented Humanoid, Cold) STR-2, DEX+2, WIS -2, CHA+4-----quick but weak; beauty to rival human-like fey but rash when denied ample time to make an intelligent decision and terribly judgmental 30 ft. base land speed *10 ft. fly speed (perfect) (SU) Darkvision 60 ft. +1 racial deflection AC bonus Breathless (EX): they do not breathe, though they can enough to smell if they so desire Wintery subsistance (EX): they can consume solid or even supersolid(if that is even possible in your campaign, which it probably isn't) forms of water in place of food (and water), though in twice the quantity, this can only be done at a time that a character would normally have time to eat a meal undisturbed and cannot affect magical/psionic items or any creature, nor can it affect magically/psionicly maintained solid water Frosty Touch (SU): The Toukan may deal 1d4 cold damage with an unarmed melee touch attack. This is treated as an unarmed attack, which provokes attacks of opportunity as normal. Cold damage dealt in this manner is in addition to normal damage (if any) from unarmed attacks. Though they are cold creatures, the Toukan are simply cool to the touch unless they are offensively directing their natural cold. They do not deal cold damage by simply touching something unless they desire to do so (with the exception of fire creatures and items, which can never be excluded from the cold damage). Toukans cannot heal themselves or each other with this ability. Frozen Mist (SU): Attacks against a Toukan suffer a 5% miss chance due to crystalizing water vapor in the air around them. This is a concealment effect; it cannot be bypassed even by true seeing, though creatures not dependant upon sight can ignore this miss chance. This ability stops working in temperature zones warmer than temperate or in arid environments. This ability does not stack with similar effects such as those created by a blur or displacement spell, nor does it stack with the miss chance from being incorporeal (if under such an effect). The Toukan can make a free action Concentration check (DC 5 + 1/2HD) to suppress their Frozen Mist ability for one minute. While this ability is active, the Toukan are assessed a -2 penalty to charisma-based skill checks (other than Intimidate) relating to any living creature within 5 ft that does not have either the Cold subtype or resistance to cold. (This penalty increases to -4 vs fire-based creatures.) After a failed concentration check, they cannot attempt to suppress this ability again for 1 minute. Silence (EX): they can hold very still to move silenty while flying and taking no physical actions, this grants a +10 bonus to move silenty checks while applicable +2 racial bonuses to Hide and Survival in wintery weather (ice, snow, sleet, mist, etc.) Cold Dependency (SU): heal 1d12 hp per hour in unearthly cold, heal 1d6 hp per hour in extreme cold, heal 1d3 hp per hour in cold, 1d3 lethal damage per hour in hot, 1d6 lethal damage per hour in extreme heat, and 1d12 lethal damage per hour in unearthly heat-----their tenuos connection to cold planes is partly severed by heat Weapon Proficiency (SU): proficient with any weapon if it has a cold related ability (i.e. cold damage, cold spells, etc.), though this does not count toward requirements for feats, etc. *only functions within 10 ft. of a horizontal surface unless some form of cold percipitation is falling (not simply freezing rain) then the limit is 100 ft.
