2(d) & 4 -- Disciplinary proceedings -- Disciplinary proceedings initiated
against the Headmistress by the President of Panchayat on the ground of
misbehaviour towards a member -- Proceedings cannot be initiated against a Govt.
school teacher whose service had not been lent to the Panchayat . Even if a
school is transferred to the panchayat, it cannot initiate disciplinary
proceedings against a teacher on the ground of misbehaviour towards a member of
the Panchayat . Proceedings can be initiated only against the
"officials" defined in R.2(d) of the Rules. [Sarada
