Locus standi - PIL with oblique motive to delay administrative action.
Court process cannot be permitted to be misused for delaying legitimate administrative action. Court cannot decide suitability for being appointed to the highest post in the Navy. Merely because the petitioner is a journalist he cannot institute litigation with an oblique motive of affecting reputation of a person holding high post when his name is being considered for the high post.
