Art.243-D - Reservation of seats - New ward - the entire population was covered by three reserved wards and 100 per cent population of the new ward was under reserved wards in the earlier election. Art.166(1) Conduct of business of the Government of a State - The formal requirements of an order under Article 166 (1) of the constitution are only directory and non-compliance will not invalidate the order. The only consequence of such non- compliance will be that the order may not be immune from challenge. It will be open to the State, by production of the files, to show that Government had actually passed the order in compliance with the Rules of Business framed by the Governor under Article 166(3) of the Constitution of India.
