The Cooperation of SMEs between ROC and USA

In 1998, there were a total of 1,045,117 SMEs in ROC, representing an increase of 24,682 on the 1997 figure, and a growth rate of 2.42%. The percentage of total enterprises accounted for by SMEs fell slightly from 97.81% in 1997 to 97.76% in 1998. The total number of persons employed by SMEs in 1998 was 7,265 thousand representing an increase of 68 thousand on the 1997 figure, and a growth rate of 0.95%. The number of people employed in SMEs as a percentage of the total employed population was 78.21% in 1998, lower than the 1997 figure of 78.43%. The total sales value of SMEs in 1998 came to US$214.4 billion, a decrease of US$24.8 billion on the figure for 1997, representing a negative growth rate of 1.75%.
The characteristics of SMEs in ROC are its entrepreneurial spirit, flexibility, specialization, industrial cluster effect, mutual support and cooperation. The major factors of contribution to local SMEs success can be explained as having clear vision, good management team, talented engineers, government assistance programs, strategic alliance with foreign partners, and finally the implementation of export-oriented strategy.
As for the government assistance policies, we have a ten-guidance-system program. The systems are finance credit system, management support system, production technology system, R&D system, information management system, industrial safety system, pollution control system, marketing support system, quality enhancement support system, mutual support and cooperation system. All these are geared to help SMEs who are in need of related services. Incubation center is an ideal environment in which the SMEs to grow or to innovate. Incubation center can be established by academic institutions, or universities. So far there are over 300 SMEs located in 41 centers which cover sectors such as electronics, advanced materials, bio-tech, and machinery & automation. Venture capital plays a key role as financing assistance to local SMEs. The capital has amounted to US$2,067 million up till now. It not only benefits the introduction of foreign advanced technology, but also attracts foreign investment. SMEs can utilize these funds to further develop their products and markets.
The internationalization of SME is very crucial to ROC's economic development. There are three ways to strengthen internationalization of local SMEs, namely, joint venture, technical cooperation and strategic alliance respectively.
The SMEs as a whole has greatly contributed to the economic development of ROC. Looking ahead, we would like to encourage SMEs in both countries to start reaching out and explore doing business with each other. We as government sectors should create a favorable business environment for them to actually do business.
