The Recent Fiscal Status of TaiwanChing-Chang Yen 顏慶章 先生
摘要: The Central Government of R.O.C. had an excellent record on managing fiscal balance in the past few decades. To continue to meet such a high efficiency, the government faces several fiscal challenges, including a repayment of maturing debt, assumed provincial debts, escalation of welfare demands and the outdated fiscal laws. Currently the government debt situation, based on stock indicator ratio and flow indicator, is reasonably well as compared to other economical superpowers. As in rest of the world, Taiwan has also witnessed a rapid rise in government debt. To conquer this problem, the government is committed to strengthening its tax system, distributing fiscal autonomy of financial resources, improving the management of state-owned property and assets, accelerating the privatization of state owned enterprises, and implementing user fees and pollution assessments. Government will pay special attention on detailed managing the debt and make necessary changes in various laws relating to the budgeting and the balance between revenues and expenditures. With recent devastating earthquake, we estimated the total reconstruction expenses may be at NT$300-400 billion. After deducting NT$120 billion of expenses in the first year, the average for the next four years is about NT$60-70 billion. At the beginning of this disaster, we have experienced loss of tax revenue and profit of state-run enterprises. However, overall effect of the disaster on the future economical growth rate should be negligible. The government has placed great emphasis on its plan to promote reconstruction in four major areas- social, community, industrial and public facilities, which will promote economical growth. The private partnership during reconstruction has been encouraged, which will further alleviated the fiscal burden of our government.
