The following substantial change request for more grading in Sabino Estates was initiated April 10, 2001, by Mike Grassinger of the Planning Center on behalf of Perini Land and Development, et. al. Pima County Planning and Zoning staff produced a report in response to the request in August, 2001 (which noted that the existing grading limitation in Sabino Estates was specified by Perini even though staff advised it was inadequate). After two continuances, on September 26, 2001, the Planning and Zoning Commission voted 7-3 to recomend DENIAL of this request. After two additional continuances, The Board of Supervisors was poised to vote against this request on February 12, 2002, when it was withdrawn.

Request of The Planning Center, representing Perini Land and Development Company et. al., for:
- modifications (substantial changes) of specific plan requirements. The applicant requests to increase the maximum grading cap of the specific plan to greater than 56 percent. The applicant also proposes to waive the natural open space requirement of 80 percent, while leaving all undisturbed areas outside of the designated building envelopes of each lot as natural open space. The applicant also requests to waive the requirement that slopes of 20 percent or greater be designated as natural open space; and
- waivers of subdivision plat notes regarding grading restrictions found in administrative control notes #10,11,12,19,20 and general note #6.

The subject area (Sabino Estates) is 80.03 acres zoned SP (Specific Plans, Sabino Springs Specific Plan, adopted as Ordinance 1990-53, as amended), designated RA-1 (Estate Lots), and is located east of Bowes (Harrison) Road, south of the Coronado National Forest, and �-mile north of Snyder Road. (District 4)
The Planning and Zoning Commision recommends DENIAL (7-3; Commissioners Membrila, Spendiarian, and Storm voted NAY).
