     Raul Grijalva says Chuck Huckelberry is a better politician than any of the five elected officials on the Pima County Board of Supervisors.
     Grijalva should know.  He is one of those elected officials.
     As county administrator, Huckelberry ostensibly works for the board.
     He answers to its members.  He carries out their orders. He serves at their pleasure.
     But some longtime observers say the reality is more complicated.
     As proof, they point to the Sonoran Desert Conservation Plan, the highly touted blueprint for protecting large chunks of desert from development.
     The board initially adopted a plan that Huckelberry didn't completely agree with.  Somehow, that plan was cast into the county's vast bureaucracy.  Eventually, a new plan was adopted. Guess whose.
