Principles:
A)	As in ASCII, lower/upper case letters are distinguished.
1)	Each 'significant' Roman character has only one Hebrewanalog, with one exception:
	T is Tav except that it's Tzadeh when followed by z .  
2)	All capital letters are 'significant'
3)	In general, lower-case letters are not significant, withthese exceptions:
		t=Tet
		s=Samech     
		v=Bet prounounced as v  (allowed for convenience)
4)	Tz is used for Tzadeh
5)	The following combinations are allowed for convenience:
		Sh = Shin
		Ch = Chet                         
6)	Apart from the preceeding, lower-case letters are nonsignificant, and are Dealer's Choice; used for vocalization.
	So one can use either Ashkenazi or Israeli-standard(Sephardi) vocalization.
7)	Sofeet forms are understood from context; if it's the lastletter in the word and has a sofeet form, it transliteratesinto the sofeet form.

COMMENT:  This system allows the original to be reconstructed fromthe transliteration.  It does not generate a Romantransliteration from the Hebrew, except minimally (detailedbelow).  It does not generate a unique Roman SORT, evendistinguishing upper/lower case & disregarding nonsignificant letters, since Vav as 3 possible analogs (V, O,U), Yud has 2 (Y, I), Bet has 2 (B, v), and Peh has 2 (P, F);

N.B.:  I use EinsteinWriter,  wherein the Hebrew alphabet isalphabetically overlayed sequentially (except that sofeetforms immediately preceed their regular form) over ASCII 128-154 inclusive.  Hence Hebrew characters display as Europeangobbdlygook on systems without a Hebrew chip (viz., all soldoutside Israel).  The Hebrew can be reconstructed from theASCII table, &/or a minimal transliteration, using onlysignificant letters and defaulting to B, V, Y, P, Sh for Bet,Vav, Yud, Peh, Shin respectively, might be generated from theASCII numbers.
