1) Quite so
2) More precisely, in order to stop continual Syrian artilleryattacks from the Golan on Israeli settlements and troops in theGalil.

Cf.:  "West Berlin, which the USA captured from Germany in 1945"

Technique:  a simple half-truth, turned into an epithet

Qualification:  Actually it ain't a simple half-truth, it's acomplex three-quarter truth.

Israel didn't really counterattack in the 1967 War, becauseSyria, despite having declared war on Israel,  didn't reallyinvade Israel.  Syria just sat on its own territory most ofthe time, and continued the status quo, which was to take potshots at will at Israeli settlements, and after the onset ofhostilities troops, in the Galil.

But on the other hand:  of course a full-force groundinvasion is not a necessary condition of invasion; eg theJapanese aerial attack on the USA's territorial naval base atPearl Harbour was without dissent deemed by the US Congresscausus belli.

In short, one can offhand think of no international precedentthat would not support Israel's 1967 seizure of the GolanHeights, which had been continually used by the ruling poweras an artillery base for attacks on its civillians.
