Kondo is from the anime and manga "Rekka no Honoo", or "Flame of Recca". He was created by Ganko as a friend through the use of her elemental weapon/madougu. She basically took a stuffed fox and gave it the power to speak and think and move around. Although Ganko does not speak with the Kansai ben, Kondo does. It was asked in the anime why this is, but not answered. He's an annoying stuffed yellow fox who talks a lot, pretty much.
