What i don't mention in this strategy section, you're going to have to pick up by trial & error experience.  Quite frankly the rocket is the msot complex weapon in the game due  to it's splash effect.  It is the ability of being able to attack opponents while they are not visible to you (or you to them) that really makes this weapon different from the rest.
One thing you really need to concentrate on when using this weapon is aiming ahead.  I realize that everyone can grasp that concept very easily but it becomes a nearly impossible feat when placed on a server and forced to put the plan into action.
Rockets move very slow. Therefore, many things factor into the equation.  The thought of shooting where your opponent is moving is a simply one - the action of placing a rocket at your opponent's feet is very difficult and can only be mastered by execution.  My advice (outside of playing this game all day and all night for a year) should be limited in this section because it's impossible for me to try and explain 'skill', but let me give you (the reader) a great starting point.
Here is my great advice, boiled down to a single sentence, and then explained to the best of my ability - Wait for your opponent to cut before firing your rocket.  If your opponent does not cut or look like he will cut, then fire at will.  But a great technique is to wait until your opponent cuts (this applies to medium to long range combat) then fire a rocket where he will be if he continues to move in the direction he just cut to.  Chances are good that your opponent will move in the direction he cut in for approximately 1 second or more, and most times that's all the time you need for the rocket to travel.  Other times your opponent will see the rocket coming (long range) and cut twice, causing your rocket to miss, and yet other times your rocket will miss because you did not judge movement and distance correctly.
If your opponent cuts more than twice a second, and repeats the pattern, then he's using the 'weave' dodging pattern.  This dodging pattern is primarily used for dodging railgun slugs, but is also used occasionally on an unsuspecting rocket-weilding 'victim'. If someone uses this dodging technique at mid-range, shoot (with a rocket of course) at the ground he's weaving on, rather than try to shoot to the left or right of him like you normally would.  This will cause him to abandon the 2 feet of ground space he's weaving on immediately or get lofted up in the air.  Don't think of this as a bad technique - it's bound to stump you once in awhile.  Consider throwing this pattern into your own rocket-dodging techniques - just keep in mind it's a temporary technique - keep in mind you're going to have to kill your opponent during the breif moment in order to keep true to the nature of the technique.  Don't use this dodging technique yourself if you're equipped with only a machine gun.
And.. that's about it.  I'd love to go into more detail about floor damage and angle-rocket-jumping and all the other bonuses this weapon has to offer but quite frankly, i just don't have enough time or space left on this page.  Besides, the rest is better learned on the playing field.
