You will need:
Super Blade Pro - get it HERE (trial) Eye Candy 3.0 - get it HERE My "tincap" gradient - get it HERE.

Create new image 400 x 400, transparent. Add new layer. Choose Selection tool - Circle, Feather = 0. From the point with coordinates 200, 250 draw circle with diameter of 205. See picture below.
Flood fill with white. Selections - Modify - Contract by 7. Add new layer and flood fill with "tincap" gradient (Angle = 45). Selections - Invert. Go to Layer 1, choose Selection tool and click on the white part. The "white" ring will be selected. Effects - Super Blade Pro - click on CD button and load "cutout.q9q" preset.
Add new layer. Choose Preset Shapes tool, ellipse, foreground and background color-black. Draw one eye. If you want this eye to be round, press and hold Shift key when you draw a circle.
Add new layer. Change foreground and background colors for white and draw the pupil. Effects - Blur - Gaussian Blur = 2,0. Turn off visibility of the first and second layers and merge visible layers. Edit - Copy - Paste as New Layer. Move the second eye to its place like this:
Add new layer. Change foreground and background colors for #9D400E and draw the nose. Effects - 3D effects - Inner Bevel -"round" (it is standard preset in PSP7). Effects - Eye Candy 3.0 - Perspective Shadow:
