What is the "Stray Dog"?
The "Stray Dog" started out as a rumor whispered among local children in the 1930s.  It was said that if you went into the park at night, a stray dog would gobble you up.  Those who met this fate would be trapped forever in a zeppelin in the sky.  This rumor supposedly was the result of a series of children disappearing in the area.  Many speculate that Gregory was the one responsible for kidnapping, and allegedly killing, these missing kids, but no clear answer has been reached.  
This rumor somehow reached the orphans, most likely Wendy, who might have applied it to the mysterious Gregory.  If he was the one who took the kids, then it is possible she witnessed this and named him as the Stray Dog in the rumor.  Another possibility, is that when Wendy first saw Jennifer in the basement window of the house, she jumped to the wrong conclusion and assumed her to be one of the kidnapped kids.  Either way, Wendy, at some point in time came to think of Gregory as the Stray Dog.
At some point after Wendy convinced Jen to come to the orphanage with her, she took on pretending to be Joshua, Gregory's dead son. While it is possible she first did this out of pity, she eventually became abusive and manipulated him.  He had started to lose his sanity after his son died, so she was easily able to turn him into her loyal "pet".  She told the orphans of him to remain in control, telling them he would gobble up bad kids and reward good ones.  He was often described as big, strong, loyal, scarred, talkative, and cleanly and would kidnaps kids who did not do their chores.  The chores and cleanliness were most likely made up by Wendy to keep the others in line, as Gregory's house shows he had not been worried about cleaning in a long time.  Susan was responsible for getting together all the rumors about Stray Dog.    
After Wendy lost her rank as Princess and was humuliated in front of the others by Jennifer, she brought "Stray Dog" to the orphanage, ordereding him to kill everyone. He walked on all fours with a rope leash around his neck, and his body covered with scars, barely clothed.  The kids had thought he was just one of Wendy's lies, but learned they were wrong.  After somehow killing all the orphans but Jen and Wendy, he is told to attack Jennifer, who manages to escape outside.  After Wendy takes off her disguise, he sees she is not his son and kills her too.  But he seems to realize something as he attacks Jennifer and eventually takes his gun from her and kills himself.
