 This is a standard position from the Q G Exchange variation.

White does, in fact, have a mobile pawn centre. However, there is little chance of progress in the centre at the moment. That is why most players continue with the minority attack. Nevertheless, a set up Ne2 to g3 and f3 , e4 is a good attacking plan if White is given the opportunity to do this. Black continued :

Qa5?! (normal is Be7) 8.Ne2 Ne4 9.Bf4 Bb4 Black appears to be attempting to play a Cambridge Springs, but this is a Queen’s Gambit Exchange variation, Qa5 is inappropriate in this position and White easily covers the threats whilst putting his pieces on the correct attacking squares.

White now has the classic mobile pawn centre – and what is more puts it into gear with gain of tempo !

Also option B} in mobile pawn centre theory :  force enemy pieces away from the central squares !

Nxc3 13.bxc3  - further gain of tempo and strengthening of the centre – Black’s three piece attack has been repulsed. Be7 14.e4 The mobile pawn centre advances !  Re8 15.e5 – and again !- Nh5 16.Bxh7+
