Robert T. Jackson  

PROFESSIONAL EXPERIENCE

Bob Jackson is Senior Management Analyst for the Office of Strategic Management and Budget within the Santa Clara Valley Water District.  Current mission is to integrate, align and deploy District support processes.  Strategic planning processes include the Baldrige criteria, Balanced Scorecard, ISO 9000 and 14000 and Carver Policy Governance.

Prior to this assignment, Bob was a District real estate agent focusing on right of way issues and real estate sales and use agreements.  Before his employment with the District, Bob was a Program Manager for The Boeing Company at McClellan Air Force Base.  He has more than 25 years of facilities development and management experience in California .  Prior to his work with Boeing, Bob was owner of Land Development Services, a real estate development company, owner of Property Management Professionals, a property management company and owner and founding partner of SelecTV, California's largest retailer of satellite receiving systems.

SIGNIFICANT ASSIGNMENTS

The Boeing Company had responsibility for the facilities and infrastructure maintenance and operations at McClellan Air Force Base.  Bob was originally selected to lead commercial development of the base as it was converted to civilian use but Boeing later elected to move the aircraft workload to Hill Air Force Base and turn over facilities management to a local developer.  For four years, the $20 million annual base operations contract ran ahead of schedule and below budget.  The Air Force and County of Sacramento are extremely pleased with the performance.  

In addition to the maintenance and operations, Boeing performed over $3 million in tenant improvement contracts, all under Jackson 's State Contractor's license and management.  A major value added benefit to Jackson 's management is his strong background in Safety and Environmental operations.  He was able to take his previously developed programs and convert them for Boeing use in a matter of days.  These programs and procedures were brought to ISO 9001 certification standards over the next three years.   

Bob has been instrumental in Boeing's new business development as well as the transfer of McClellan to the County of Sacramento .  Other recent, new program development has included the asset management and conversion of Marine Corps Air Station, El Toro to the County of Orange , the management of Edwards Air Force Base operating infrastructure and Offutt Air Force Base Operating Services and the facilities operations plan for the National Missile Defense Facility, Ft. Greely , Alaska .

PROFESSIONAL AFFILIATIONS

Bob is a senior member and past treasurer of the International Right of Way Association and the Northern California Federal Safety & Health Council, past member, California Association of Realtors and International Council of Shopping Centers.  Bob is a Member of the California Awards for Performance Excellence Board of Examiners, 2005.  

ACHIEVEMENTS

The conversion of McClellan Air Force Base to a County owned commercial success is due in large part to Bob's program management.  In commenting on the performance of Boeing, the former Deputy Director of the Department of Military Base Conversion, Sacramento County (now Undersecretary of the Army for Installations) stated  “…the depth and breadth of knowledge, skill, ability and experience has been instrumental in achieving accelerated milestones in the McClellan closure and transition process.  BNASI consistently exceeds expectations with high quality performance.  They are very responsive, consistently demonstrate flexibility to change, and meet delivery and service expectations 100% of the time.”  (Boeing North American Services Inc.)

 PERSONAL

Mr. Jackson is Past President and Director of the Rotary Club of Fair Oaks and is an Honorary Paul Harris Fellow.  He is a decorated, US Navy, war combatant.  Married with four adult children, he and his wife live in San Jose , California .
