Community Need to be Addressed:
Many elders are unable to understand the changing federal and state income tax form, some due to physical and mental decline in later life. Due to the inablitly to independently complete these forms many elders may not file a tax return or file them correctly, thus being in violation of govermnment policy and failing to recieve tax refunds.
Planned Service Activity:
AARP will operate a tax program that will address these needs with the help of RSVP volunteers. RSVP volunteers will first be trained and certified as tax assistants. These Volunteers will then assist low-income elders in preparing their federal and state tax returns. This service will be provided on each Tuesday and Thursday during a ten-week period starting in Feburary and ending April 14th.
Planned Inputs:
Three RSVP Volunteers will be trained by AARP to serve as tax counselors.  RSVP and station personnel will orientate volunteers to site specific and program policies.  Tax Aides will serve at least four hours per week during the ten week period. Senior Center personnel will schedule appointments, staff the check in desk, and provide space for the tax advisor to meet clients and complete income tax returns.

Target:
400 hours will ser served by the RSVP tax aide during a three month period from Jan 29 to April 30.

How it is Measured
:  Volunteer Timesheets
End Outcome: 
Low income and elderly persons will be able to navigate the tax system in a timely manner, thus avoiding costly penalties or fines.  The free electronic filing service will provide quick, easy access to refunds, and will ensure that those served are in compliance of federal and state income tax filing laws.

Indicator:  Number of returns filed OR
Number of returns filed that resulted in a refund.

Target:  200 OR 70%of the 200 returns filed will result in a refund for those assisted.
