J
eff has 32 years experience managing and implementing numerous planning projects that address a variety of environmental issues, primarily with public-sector clients.  He has 20 years of experience in public-sector planning and administration of complex projects, as well as 12 years experience in practice as a consultant to public-sector clients preparing plans and conducting environmental analysis for local, state, federal, and multi-jurisdictional agencies.

Responsible for business development efforts in the southwest and intermountain region for environmental and natural resource consulting firm based in California. Region included Arizona, Nevada, Utah, Colorado, New Mexico, Wyoming and Montana. Managed and provided principal oversight to federal, state and local planning and NEPA projects in Arizona, Nevada and Colorado.

Resource Strategies Corporation. Principal and co-founder: 1991-2000; 2004 - present
Co-founded firm  in 1991, specializing in environmental and socio-economic analysis, natural resource planning, policy development, and community land use planning. Provide direction and oversight of projects related to land use planning, natural resource issues, and environmental protection and analysis.

Dakota County, Minnesota. Director of Planning and Program Management: 1975-1991
Managed department responsible for providing analysis and recommendations to policymakers on land use, environmental, and transportation issues for the fastest-growing county in the state. Planned and implemented programs and capital projects on a countywide scale that resulted in an environment for positive growth and development. Worked extensively with private sector vendors, government officials, and citizens to develop workable solutions to complex problems and siting issues. Prepared countywide long-range growth management plan, including elements for land use, parks, transportation, environment, trails, and capital facilities.
