REF-001 Bold New Era Plan
The Bold, New, Era Initiative
A proposal offered by the Rasinate of Q'attera-Macusiaa to the micronational world
By now I am sure that many of you have heard about the initiative that has been created in the Rasinate Imperial Government. I, HIH Diga Makonnen IV, Imperial Ras of the Rasinate, will thoroughly explain and hopefully dispel any untruths about this plan and request that all governments, not just the Absolutist and Totalitarian governments, take this and fully examine the implications that will be brought up here.
At first, this initiative was proposed to the Absolutist and Totalitarian regimes such as the Rasinate, but after careful discussions within the Yezawd Derg, our legislature, we have decided to clue in every micronation that cares to bring about positive change across the entire micronational spectrum. At first this policy was rather cryptic and there was some misunderstanding that almost led to war, but now this situation is calm.
What we propose is that the Older, more mature micronations finally "take charge" as they are supposed to do, rather than ignore the current inactivity and lack of quality of micronations, both Old and New. Please do not take this as political grandstanding on the Rasinate's or my part, it is just that we grow tired of newer micronations complaining that the older micronations ignore them and the older micronations complaining that the newer micronations are "bugs".
We WERE going to use this as a platform to destabilize the older micronations and usher in a new era where new micronations would reign supreme. This is totally out of character with the Rasinate's cause. Our cause is for total equality across the board for all. If we were to do our utmost to ruin the older micronations, this would certainly ensure my place in micronational history as a "micronational Hitler". Since this is counter to what the Rasinate wishes to achieve, this had to be scrapped. Plus, all micronations of a mature nature are not all bad. There are some great examples and we feel that their "expertise" should be shared with everyone. This would further our cause of Micronationalism and make us all prosper.
Enough of the long winded manifesto, and I will now list the points that will be the core of the Bold, New, Era. These can be added to and I will provide a spot on our forum for discussion so that maybe all that are involved can forge a supermicronational agreement across the world.
1. All micronations have the right to exist without prejudice, with respect to their political beliefs, type of format (ie. serious, non-serious, outerspace realms, aspiring macronations, ect. ect.)
2. Closer co-operation should be undertaken between micronational organizations to ensure that the conduct of it's members remains within micronational norms and civilized behavior.
3. Older micronations should be willing to take newer micronations under their "protective wing" and guide them to true micronational stature. Example: Help them gain entry into intermicronational organizations and continually show them the "right" way to interact with other micronations. (Take our relationship with the Evil Empire for example)
4. Older micronations should be attempting to set the example, with regards to micronational behavior and should be willing to solve their differences with old adversaries. This would limit the huge micronational squabbles that usually engulf any intermicronational organization, and eventually spill out into other micronational sectors. (ie. the Reunion Flag issue in LOSS)
5. To enhance who is neighbors of whom, a listing of "neighboring" micronations should be drawn up. Example: The German Micronations, The OLAM Micronations, The LOSS Micronations, the Apollo Sector, the Atteran Commonwealth ect. ect. This way we can truly see who is near whom. Hopefully this will encourage closer cooperation between micronations in each group and thus squelch some of the regional fights.
6. Newer micronations should be willing to adhere to the micronational norms. Newer micronations often have no clue as to how to interact with older micronations and sometimes anger them into a conflict that the older micronation ends up destroying the newer micronation or vice versa.
7. Some older micronations need to rid themselves of their elitist and arrogant attitudes. Remember, there are not many of you out there that can really claim they are true nobility. Please get rid of the arrogance, it only serves to make enemies and heartache. Newer micronations do need to respect the older micronations, since they were here first. We do not advocate being completely submissive and compliant, but remember they have been at this longer than most and deserve some kind of respect and it is certainly lacking. I know our government has been guilty of this, and will correct this behavior.
8. Common decency and territorial integrity. Micronations, both old and new, continually invade each other's forums, destroy webpages and other acts of aggression. For those that believe that warfare is an impossibility, you are sorely mistaken. Warfare is any action that offends you to the point of fighting. Imagine, if your webpage was deleted, and you don't have any back ups, there are those that would do anything to get even. I have back ups, so, it wouldn't really affect me, but there are those not so well prepared. Forums, some out there believe that invading forums are a national pastime. The Rasinate has invaded it's share when it was attempted in ours, but to do it for the sake of expansion is only destabilizing. There should be an agreement drafted to respect these places unless micronations are at a state of war. Those that view micronations that practice "micronational war" is an impossibility may disagree with my view, but you must admit that any damage to one's property is certainly annoying.
9. An agreement such as the German Micronational Lex Unitas Pact*, should be drafted across the board. This agreement states that people that are in one micronation should stay in that micronation. I feel that this is a little extreme, since I believe that there should be some kind of immigration and dual citizenship within micronations, but there should be some kind of document that could protect governments from infiltration by another.
(Correction-- I received this from PM Heiko Wolf of Albernia, he says that the Lex Unitas says: - You are just allowed to act in ONE branch of a micronational government and if you are a part of another micronational government, you must use the same name.)
These are the points that have been drafted by my government and I certainly feel that should your government agree with this initiative, please contact my government here. Even if you disagree, state what your disagreement is, an play and active part. Activity is what this is all about and the creation of something worthwhile in Micronationalism. We will compile a listing of governments that will adhere to these ideals and this will serve as a "micronational board of self-regulation" of sorts. We will be opening a spot in our forum, The Forum of the Rasinate, to further solidify this initiative into a formal intermicronational agreement that will hopefully establish some regulation and a sense of control within our endeavor. THE REVISED BOLD, NEW, ERA PROPOSAL
After several months of the micronational world sinking ever further in it's actions, the Micronations Today Forum was the scene of several verbal conflicts between supporters of the BNE plan and the established micronations. There were actions taken by the Rasinate against Corvinia and TorHavn which led to the suspensions of relations and calls for war. In the Apollo Sector, where the Rasinate launched this plan with extreme vigor, several micronations entered into conflict with the BNE's first and greatest opponent, the Principality of Treesia. After Treesia's Prime Minister was ousted and 5 major conflicts later, many Apollo Micronational leaders decided that unity was needed in the sector. In early Nov 2000, a union of all major Apollo Micronations was created in the form of the Union of Apollo States.
The Rasinate brought the BNE plan to the LOM in November 2000 and there was disapproval from TorHavn, the SNHicks Empire, and the New Soviet Empire. Yet, TorHavn's Queen Kasimir Diana Skyhunter offered to negotiate to improve the unfinished proposal. With this unprecedented co-operation between the Rasinate and TorHavn, a new Revised Bold, New, Era Pact called the CONVENTION OF MICRONATIONAL CO-OPERATION was formulated. With these revisions, the Rasinate requested to the LOM that it only ENDORSE the plan, not ENFORCE it. This last option was at the request of Lord Kitchenmit of the PBF who immediately signed the new pact. The new Pact reads as follows:
The Convention of Micronational Co-operation
(THE BOLD, NEW, ERA PACT):
WHEREAS the signatories of this pact have deemed that the current state of micronational affairs has deteriorated past the level of proper behavior and has become a major issue in the Micronational world. The creation of this Convention is to bring about positive change and finally establish a guideline and foundation of proper conduct.
WHEREAS the signatories of this pact are determined to break the current status quo and strive for a better micronational world in the hopes of setting a more fair and just way for all micronations.
Be it RESOLVED that we attempt to bring before the world an agreement that will transcend all political blocs, organizations and micronations to bring about positive change and establish a BOLD, NEW, ERA. Below are the items of this pact that are to be adhered to by all micronational governments that wish to bring about this positive change.
1. All micronations have the right to exist without prejudice, with respect to their political beliefs, type of format and diplomatic course of action. All signatory micronations of this Pact will respect each other in all cases, and accord the leaders and citizens of these micronations the respect and honor they are due.
2. Should a member micronation of this pact act in a way that is in extreme counter to micronational stability, such as prolonged aggression without cause, or severe violation of intermicronational accepted human and/or civil rights, that micronation must be penalized with equally severe sanctions. Said sanctions may include diplomatic, economic, or in extreme cases, the revoking of diplomatic relations. The offending micronation may even be expelled from micronational organizations. The sanctions should be determined by all signatory peers of the offending micronation to ensure fairness and compliance to this agreement.
3. By agreeing ostensibly to this pact, member-nations are agreeing to assist those sovereign entities that request it, advisory support & assistance from their own store of experience and knowledge.
4. All micronations should be attempting to set the example, with regards to micronational behavior and should be willing to solve their differences with old adversaries. This would limit the huge micronational squabbles that usually engulf any intermicronational organization, and eventually spill out into other micronational sectors.
5. To foster greater respect across the board, the practice of protocol and diplomatic responsibility will be requested by all signatories of this pact.
6. Common Decency and territorial integrity will be respected by all members of this pact. All present micronations have areas that they either claim or maintain rights to, these areas within each micronation's "borders" shall be respected. The actions of infiltration, spamming of chatrooms, invasions of fora, deletions of webpages, claiming another micronations previously claimed territory, shall be deemed as a hostile action and thus fall into the category of some micronations as "Micronational Warfare". Those that practice these hostile actions shall be deemed to be the aggressor, and appropriate actions such as sanctions, or diplomatic ostracism shall be taken against the aggressor until such actions have been corrected by mediation or formal peace treaty.
Any additions to this pact must be approved by a two-thirds majority of all members of this agreement.
All members of this pact shall construe this agreement as a convention for the betterment of micronationalism and not as any political alliance.
