LEG-001: SEN-1. Call for the Streamlining of the HoP
(SEN-1. Call for the Streamlining of the House of Peoples.)

Mr. Executive, here is Sen. 001, passed by the House of Nations, here for your signature to be propagated into law.

------------------
001. Congress Resolution

SENATORS,

FIRST: Not to cast aspersions upon our august brother-house, but the arrangement of fora is inscrutable and disturbing. Where there should be a thread of ultimate simplicity, instead I find multiple levels of threads - and ensuing bafflement resulting. Entities should not be multiplied beyond necessity, says Occam's Razor.

SECOND: A Parliament should be simple, and accessible. Voting should be clear, evident, and centralized. There is, I think, no great need for there to be multiple fora for a lounge, oath-taking, third-time-readings, etc. Why not make do with a streamlined chamber such as we have? At most, perhaps a submission forum for legislature to-be-read, a Speaker's office, and a Hall for voting and debate. We urge our brother-house to avoid the phantasm of red tape.

THEREFORE, I urge for a gentle resolution that pushes for the streamlining of the People's House to increase the excellency and efficiency of that august body. As all of us dwell in both worlds of Congress and Senate, why not make the House of Peoples as easy to use as this Parliament of Nations is?

Re: SEN-1. Call for the Streamlining of the House of Peoples
This bill is hereby vetoed and return to the House of Nations.

Executive objections:

It is not within the prerogative of one House to dictate the processes of the other House.

While some within the House of Nations may not care for a particular method instituted by the House of the Peoples it is within the prerogative of the Speaker to hold votes concerning those methods.

While some within the House of Nations may wish to urge the use of certain forums and methods in the House of the Peoples it is not for the House of Nations to make such decisions.

All members of the House of Nations are also members of the House of the Peoples and thus have the ability to take up this issue within the proper setting, the House of the Peoples.

It is my sincere hope that the House of Nations will not override this veto and set up the possibility of a court case concerning the question of whether or not one House may dictate to another its procedures.

Signed by my hand this 17th day of December, 2001

Re: SEN-1. Call for the Streamlining of the House of Peoples
Mr. Executive,

Your objection is ridiculous for the following reasons: this is not a law, but a resolution. I question whether I should have allowed it the Exec. hand in the first place. We do not dictate to the HoP at all, this is merely a resolution I wished published by the Senate to simplify the HoP, not cogent to ORDERING the other House, merely a in-house poll as to the nature of the Congress. Sir, it does NOT have the force of law. And anyway, as it is retroactive, and its ends have already been achieved, I only sought to obey the Constitution in this matter, Mr. Scot. Whether you like it or not is immaterial; it has become, for better, reality.

Re: SEN-1. Call for the Streamlining of the House of Peoples
Mr. President of the House of Nations,

I do see that it is labeled as a resolution. It is my view that one House has no Constitutional prerogative to right a document of any sort concerning the matter of how the other House operates.

I too am happy to see these things already done by the House of the Peoples. However, I do not wish there be precedent set by one House gaining the signature of the Prime Executive on a document such as this.

I also wanted these things to become reality as they have. I simply do not want one House to have direction over the other as our Constitution calls for them to be independent of each other.

You did present it to me and I have done with it as I sincerely believe is in the best interest of Tymaria.
