Key obstacles:
1. Political future of Corflu remains uncertain.
Key factions: Ingilli family, Zola Fel cult, Mru, duck, and newtling locals, Assorted merchants, Gorakiki trolls and local Mermen (not very involved but a big factor), and carpetbagger entrepreneurs coming in. No one else seems to care much about Corflu right now, but that may well change. Pavis has basically no presence here politically (except for allied Ingilli and merchants), ditto for Raus/Sun Dome/nomads. Sa'ar is pushing hard for Zola Fel cult to be in charge of all trade at Corflu, in some way. He seems to be aiming to take this opportunity to reassert and strengthen the role of the cult in all river traffic and trade, as it used to be before the Lunars horned in.2. Corflu is remote, disdained, ill-guarded and structured, relatively poor, disorganized, and an ideal target for petty thieves, corruption, and other criminal activity. Even now you can sense greed growing in the city. And there is no structure for enforcing regulations right now: no police/militia, etc. to speak of. But Sa'ar and others certainly plan to create such things. You could help in person, or just as advisors. If Arcus is up at Raus Fort, he'd be a great envoy to Corflu.
3. If Corflu prospers too much, it will attract lots of unwanted attention. Harrek the Berserk is known to be unpredictable -- if Corflu becomes rich it might be hard for him to resist plundering a port that is so close to his base at Three Step Isles. For now, the pitiful nature of Corflu seems to be its greatest defense against the violence raging elsewhere in the world.
