OK, here's what you learn over the days at Five Eyes:
You mostly meet with BVoN and briefly with Whitetail, who is somewhat aloof or misanthropic and seems to prefer BVoN talking with humans. You see other newtlings about that you don't recognize but seem to be in positions of power, probably shamans or priests of obscure river spirit cults unique to this place. You never get to see inside the small wooden fort where they keep the "battleceratops" dinosaur or the marshes and pools to the northeast of it where the holiest spawning pools and true centers of the newtling population are (this is where the adult newtlings should be; they are supposedly very different from the typical bachelor newtlings that you know but are very reclusive). But you feel honored even though you are constantly under the watch of BVoN and an average of 20 newtling warriors, who walk around with weapons and war-mud as usual after the feast.
The Five Eyes/BVoN explain that they are the appointed guardians of this holy place, and hint that there is something else here that they guard - not The One or his other dragonewts and treasure, but something ancient and holy to the 5 eyes newtlings. This seems to be part of the reason they are so uppity; they seem themselves as holy guardians of a higher power.
Somehow related to this is a prophecy that the warrior newtlings pass down through the generations, the Prophecy of War or Ruin. They know they must always have a foe to fight frequently, or else they will find ruin. They don't care to talk more about the details of this, it's as deep as they'll trust you with.
The warrior newtling ranks are thin these days, and many newtlings are in bad physical shape from repeated maimings, disease, etc. They do not seem worried about this, but you can see for the first time signs of decrepitude and vulnerability. They seem to be trained by BVoN mostly. There are other less sturdy newtlings who do the fishing and tending here, and seem more like your standard newtling. The warriors just stick out because they are so arrogant, confident, and cruel, even with each other.
The relationship between The One and the newtlings remains undefined; there is some separation and it seems that The One rarely interacts with them, but it nonetheless is an object of reverance. What the other 4 warrior dragonewts, or the frilled noble one named Master Insight, do remains totally unclear to you, and you never see them during your stay. Once in a while you see the red-orange wyrm named Heir of Flame observing you from afar, but he does not visit.
BVoN explains that he knows The One is retiring from mortal affairs soon for a while and will not choose a new Speaker this year. The current speaker Tison's role will be redefined when his service ends, but he will likely be set free. Other aspects of the relationship between The One and the river, sun dome, etc. will not be likely to change in any way.
Whitetail does not seem to be the leader of the newtlings here but is an honored spokescreature for them, and it seems a powerful water shaman as well. He is a bachelor newtling like the warriors but does not live near them; in fact you're not sure where he comes and goes from. A different breed, this one, much like the scrawny Blu. Whitetail acts like he has total authority here, but when you ask him to make big decisions he always delays it for a day to converse with others, probably the hidden adults.
Ruupak the magisaur/Zola Fel priest is very friendly but slow and frustrating to talk to. He is entirely without guile or wit, just content to honor the river and munch on tasty plants around the river. A simple creature that may be cold of blood but is surprisingly warm of heart, able to interact with newtlings gently despite his huge clumsy body (SIZ 45, DEX 8). He has magical tattoos and spirits around him like Whitetail, but is no shaman. He has no authority here or at least does not exercise it, just sits back and lets worshippers come to him for Zola Fel ceremonies. What other cults are represented here is unknown to you; clearly the warriors worship other entities aside from Zola Fel.
You feel out the subject of friendly competition vis a vis your plan and find that they enjoy competitive interactions, especially violent ones. The warriors have very little patience for talk or other pleasantries; their lives are focused only on war, nothing else. This is a point of inflexibility for them, it appears.
BVoN and Whitetail are happy to answer questions but don't offer any more information for now. You get a chance to give a speech at the feast and to Whitetail+BVoN in private. During the rest of your stay, you are mostly left alone and asked to stay in the thatched hut on stilts that used to be Tison's house (the walls are still scratched with notes that he made in idle moments). When you want to speak with someone, they come to you or are sent for.
So you got some basic information but it seems that it is up to you to take the initiative on making proposals. You just get the feeling that they made you feel reasonably welcome and then waited for you to speak.
