See the pictures scrolling? When you see something you like hit PrintScrn (the print screen key). Now you can paste the combination you got into almost any word processing program! You will then see the screen as it looked when you hit the button... and your new body, head, hair- and eye-colour!
Want something a bit more substantial? I'm afraid that takes a bit more work on your part...

Pictures
A picture is worth a thousand words. Remember that.
Of course, you don't always need to give pictures... but they're nice because they give everyone an idea of how you imagine your character. What's nice if you have good photo-editing skills and a scanner is going through magazines and choosing everything (hair, eyes, lips, etc.) exactly how you imagine it. Of course, not everyone is lucky enough to be able to do this. What most people do is find a head and find a uniform (on the internet), stick them together and claim to be that person. This gets complicated when the face you chose is recognizable as someone else. What I suggest is a cross between the two.
STEP 1: choose a face
STEP 2: choose a hairstyle
STEP 3: find a uniform to fit your person.
STEP 4: Stick them together
STEP 5: If your character still looks like the original, extend the eyes, lips or nose (all photo-editing programs, even MS Paint, have a tool where you can 'cut out' parts and extend them). You can also change hair, eye or lip colour is your program has a shading tool.
STEP 6 (optional): Use a 'blurring tool' (if you have one) to smooth the edges where you've joined parts together.

Description
Even if you don't have a picture you always have to describe your character. This is one of my worst parts. When I see the words 'physical description' all creativity flies out the window and I'm stuck with getting down to the nitty-gritty. The form usually looks something like this:

The 'Name' part is the only easy part (see Names). After that you have to really know your character. I, personally, like to play my character for a while before I come up with what she looks like. Sadly, this is not always possible. When it isn't, here's a trick: pretend it is. What I mean is play your character by yourself for a bit. Write scenes from your character's history. In no time you will have a picture of him or her in your head. That's only the first step... but now you're on your way.
Firstly, there is a difference between rank and position. Your rank is usually assigned to you and you climb your way up the career ladder (see Ranks for different ranks used). Your position, however, is your profession. See Position help for help in that area!
Race requires some thought. It's fun being alien... but then you need to know a lot about the alien culture you choose to be. You need to know how they think and you need to consider what they look like. www.ditl.org is an online resource you might find handy.
Height and weight is easy enough if you are human... but what if you're alien? You need to consider that Klingons and Vulcans may be naturally tall while Ferengis are short. If you're human you might want to consider what effect your height and weight has on your personality. Were you teased at school or admired? What evidence still exists in your personality?
Eyes are the window to the soul. Specifically in fiction. Her eyes darted to the door, He looked into her eyes and saw a world of emotion just waiting to reach the surface, His eyes haunted her. Therefore, it is nice to give people an idea what they look like. Here are a few eyes with the best descriptions I could come up with. If you are better at describing things just go ahead!

Hair, believe it or not,
can change a person completely. How many of you have had friends who
have changed their hair and personality at the same time? I have. Though I know
it's probably an illusion I can't deny that women with their hair up look
professional and men with spikes look rebellious. Red heads look adventurous
while blondes look (not stupid) innocent. Play around. Here are some samples of
colours off a hair-dye pack.
