Except for children of foreign diplomats, all babies born here are automatically citizens, a right granted by the 14th Amendment. According to Forecast, a now-defunct national newsletter that analyzed 2000 U.S. Census data, 20 percent of American infants are born to foreign-born mothers, up from 6 percent in 1970. About 200,000 babies are born yearly to parents who are here illegally; at age 21, these so-called "anchor babies" are able to sponsor legal immigration for relatives.
