REGULATIONS FOR THE NATIONAL THEMATICAL

PHILATELIC EXHIBITION WITH INTERNATIONAL

PARTICIPATION „FILTEM 2002” CLUJ-NAPOCA

 

 

 

1. ORGANIZATION, COOPERATION, PLACE, DATE

1.1 The National Thematic Philatelic Exhibition “FILTEM 2002” will present collections and philatelic literature belonging to collectors and authors from Romania and other countries.

1.2 The Exhibition is organized by Thematic Philately Commission of the Philatelic Federation of Romania, in co-operation with: The Philatelic Association Bucharest, The Philatelic Association of Cluj, the Independent Philatelic Circle “Baricada” – Bucharest and the National Company “POSTA ROMANA” as co-organizer

1.3 The Exhibition will be hosted by The National Art Museum of Cluj-Napoca, from 9 to 24 September 2002.

1.4 The Exhibition celebrates a set of events, each with a special dedicated day, as follows:

 

 

2. REGULATIONS

2.1 The Exhibition will be conducted following the F.I.P Regulations and the special “Regulations”, approved by the Organizational Committee.

2.2 The special regulations for this Exhibition will be published in the philatelic press from Romania and Republic of Moldova. The English version will be sent to all the invited Commissars from abroad.

 

 

3. PARTICIPATION

3.1 The Exhibition is opened to all members of the Associations, Societies, Clubs or Philatelic Circles, affiliated to the Philatelic Federation of Romania, with exhibits which have obtained at least a great silver medal in a national or international exhibition. The international participants will be selected by the national commissars invited.

3.2 All the exhibits presented must be the integral and exclusive property of the collector. Collective exhibits are not allowed.

3.3 Every collector can participate in the competition class with only one exhibit or philatelic literature item.

 

 

4. PARTICIPATION CLASSES

4.1 The Exhibition will have the following participation classes:

4.2 In the Honor Class will be presented collections with one or more gold medals in international exhibitions

4.3 In the Official Class will be presented collections from Postal Administrations and other institutions.

4.4 In the Hors-concours Class will be presented collections belonging to the members of the Jury and to their families (including the Secretary of the Jury), to exhibitors who ask it, or to designers of stamps and special post-marks, who present sketches or models.

4.5 Apart from that, “first-show” exhibits could also be admitted, with the Organizational Committee’s approval – especially in the Open and Single Panel Classes and also those that are remarkable in content, development, treatment and presentation.

4.6 The young exhibitors group will be divided into two categories:

 

 

5. EXPOSITION AND PRESENTATION OF COLLECTIONS

5.1 The Exhibition will have 230-250 panels. On a panel can be exposed 15 A4 sheets (21 x 29,7 cm ) or 12 “Schaubeck” sheets.

5.2 The sheets will be protected with transparent foil and grouped and introduced in covers, and the exhibit will be protected by a resistant package.

5.3 Each sheet will have inscribed on the back-side the name of the owner and the order-number from the exhibit. The exhibit will also contain an inventory of the pieces presented on each sheet.

5.4 Every exhibit will be shown in the Exhibition-catalogue by the name indicated by the collector – and, if the case – with a short description of the contents (preferably in English)

5.5 The dead-line for receiving the application form by the Organizational Committee is July 27th, 2002. the confirmation must be received before August 15th, 2002. The exhibits from the country and the inventories must be received before September 2nd, 2002.

5.6 The exhibits belonging to the collectors from abroad must be received by the Organizational Committee, seat – Cluj-Napoca, P-ta. Avram Iancu no. 8 at least 24 hours before September 9th, 2002.

5.7 The Organizational Committee reserves the right to refuse the exhibits that don’t respect all the conditions mentioned above.

 

 

6. EXHIBITION JURY

6.1 The Exhibition’s Jury will be composed of 5 members and a secretary.

The president of the jury will be appointed by the Philatelic Federation of Romania. The secretary will not have the right to vote. Besides there will be a number of 1-2 assistant members of the jury, without the right to vote.

6.2 For those interested, there will be a degree examination organized for the members of the jury from Romania.

 

 

7. DISTINCTIONS AND MEDALS

7.1 The distinctions which can be granted to the participants are:

– diplomas for medals – gold, great vermeil, vermeil, great silver, silver, silver-bronze, bronze and of participation.

7.2 The awards will consist of art objects and philatelic items.

7.3 The “Exhibition Medal” will be distributed only to exhibitors and the Exhibition’s Plaque will be given to organizers and sponsors.

 

 

8. SECURITY MEANS

8.1 The Organizational Committee will take every security means to preserve and care the collections, during the time of receiving of the items until their expedition.

8.2 There is the possibility to insure the exhibits on the collector’s expenses.

 

 

9. CUSTOMS

9.1 Customs proceedings will be conducted with the assistance of the Philatelic Federation of Romania and the Organizational Committee.

 

 

10. STANDS AND PHILATELIC MARKET

10.1 During the exhibition, there is the possibility to rent philatelic stands in the exhibition premises, only by firms and Postal Administrations.

10.2 During the exhibition, there will be organized a philatelic fair. Date and time will be communicated in time.

 

 

11. PARTICIPATION FEE

11.1 The participation fee is voluntary and is destined exclusively to cover the expenses with mounting and dismounting of the exhibition. The fee is 30.000 lei (1 Euro) per panel; for young exhibitors the fee is 10.000 per panel.

 

 

12. OTHER ACTIVITIES

12.1 During the exhibition there will be symposiums dedicated to the events celebrated.

12.2 the date of degree-examination for jury-members and for jury-candidates will be communicated to those interested.

 

 

13. FINAL DISPOSITIONS

13.1 The Organizational Committee reserves the:

a) right to bring alterations to the present regulations after prealable consultation of the general co-ordinator of the exhibition.

b) to decide, together with the general co-ordinator of the exhibition, on all problems not foreseen in these regulations.

13.2 All the alterations will be communicated to those concerned in due time.
