Granted, drug laws are tough, but since you hate the DEA, and care not to look into how they are attempting to change drug users to a more rehabilitation instead of punishment consequence. It's hard to do because 90% of drug punishments are at the state level, and not the federal, which the DEA is a part of.

Heroin is a very hard drug to be imprissioned for intent to distribute in any state. It's the leading illicit drug on the streets, currently, and is relitivly new. Thus, the drug laws are relativly new, and reflects that attempt to change the punishments recently. Your friend Amy would have to be carrying, based on averages of all 50 state's laws on the controlled substance of heroin, would have to be in possesion of at least a kilogram of heroin and/or opium, to get that charge. A kilogram of heroin is enough for 10 people to overdose on. So either she was buying in bulk to store up for the recession, or she was peddling heroin to the people that you so viemetly defend. Or, maybe, the drug dealer also needs rehab and some Narcotics Anon. to become a decent member of society again.

Sounds like your description of the police officer is a little bit overdrawn. Unless you live in the backwoods, an officer knows that he isn't supposed to talk about details like that. If he did, he is no longer a cop, as he well shouldn't be. My belief is that you lied about the part with the cop, due to your "fat cat" stereotypical discription of him. Now that I read it further, I know you are lying. Undercover officer's are not uniformed officers. They are higher ranking officers, such as detectives. If he was a detective, he would not be involved in a high-speed pursuit.

Also, get your statistics right. There are far more 23 year old female's not serving felony convictions than there are of them serving. So not every 13 year old will be imprisioned because they are selling, not using, heroin.
