If Celes/Gogo has protective armor against various elements, the amount of MP absorbed will be affected. Usually, absorption of spells is the same amount of MP it takes to cast the spell. If an armor has 50% Damage against Fire, using Runic with Fire will only get you 2 MP instead of 4. Also, if the armor says that an element has no effect, you won't get any MP.
This might be the case commonly with Celes, since she can use Minerva, powerful armor with lots of magic protection. Remember, Runic works on Ultima!
