How To Use the DST Lists:

Step 1. For example,  suppose the birth occured in
        New York city,  in the state of  New York,
        on September 23, 1950.  After pressing "D"
        in the TIME-window and  selecting "U.S.A."
        and  "NEW YORK"  in the subsequent  menus,
        page 23  with DST lists for New Mexico and
        New York will appear on the screen.

Step 2. In the box under "NEW YORK:"  look for the
        date range  in which the birth-date falls.

How To Use...
  
        The birth is in  September of 1950, so the
        range is "1946-54:".  Next to it,  we find
        "DST 2: only in some places",  which means
        that detailed DST inormation is located in
        the DST table labeled "DST 2".  But before
        looking at table DST 2, we should check if
        New York city  was one of the places  that
        used DST from 1946 to 1954, since the note
        says  "only in some places",   which means

Step 4. At this point we know that DST was used in
        in the year that the example birth occured
        and that  the city of New York  was one of
        the cities that had DST at that time.  Now
        we must refer to table  DST 2  to find out
        if the month  and day  of birth  (Sep. 23)
        is in the DST period, usually from the end
        of March or April  to the end of September
        or October. There are two ways to view DST
        2.  One way is to press SPACE to return to
        the state menu and then select DST 2.  The
        other way is to move down  through all the
        pages with the DOWN CURSOR until the DST 2
        table comes up.  The first way  is faster.

How To use...

Step 6. As the example birth-date falls just with-
        in the range at the end by one day,  means
        that DST was used at the time of birth. In 
        other words, the example birth-time had an
        hour added to the normal standard time. So
        to get the true  or actual  time of birth,
        this extra hour  would have to be removed.
        If the birth occured at 5 AM  on the birth
        certificate or  according to the  mother's
        memory, then 1 hour would be subtracted to
        give 4 AM as the real time of birth.

        Had the example birth  occured on the 24th
        of September at 2:01 AM,  no hour would be
        subtracted, since DST ended at 2 AM.

 The  long-held  standard  of moving the clocks 
 ahead by one hour  on the last Sunday in April 
 was abandoned in  1987,  when a law was passed 
 in Congress to change the starting date of DST 
 from the last Sunday in April to the first, so 
 that evening rush hour traffic would occur in  
 more daylight, thus saving millions of dollars
