1. Rocko

Rocko is a Wallaby (a wallaby is like a kangaroo, but smaller). He was born and raised in Australia, but moved to the USA to live on his own. Rocko has a job at a comic book store called Kind-Of-Alot-Of-Comics, in a town called O-Town. He also has a faithful dog named Spunky.

2. Heffer Wolfe

Heffer Wolfe is Rocko's best friend. Hef is a steer who was adopted, and raised, by wolves. He has many hobbies including eating, rollerskating, eating, skiing, eating, watching tv, and oh yes, eating. His boyish innocence and naivety often put him at odds with his street savvy best friend Rocko. However, as his intentions are always good and his heart pure, all is always forgiven. Although this friendship is often tested, Heffer and Rocko exemplify the ultimate in cartoon "role-models" for any friendship.

3. Filburt

Filburt Shellbache is a paranoid, neurotic, hypochondriac turtle, who occupies his time with a myriad of unique hobbies. Although his motives are always self-centered, he still is capable of friendship (even as a diversion) or love (in the case of Paula Hutchison). Exactly when the first time he and Rocko had first met is uncertain.

4. Spunky

Spunky is Rocko's faithful dog. He was left on Rocko's doorstep when he was just a pup. When Rocko found Spunky there, he christened the shirt style he was wearing as lucky. Rocko is seldom found not wearing this style of shirt for this reason. Spunky passes his days sleeping, eating, and innocently getting into mischief at Rocko's expense. Occasionally possessed, or lost, he symbolizes the epitomy of man's (marsupial's) best friend.

5. Ed Bighead

Ed Bighead is a toad who lives next door to Rocko. He is the ultimate vision of a bad neighbor. Ed hates Rocko and his friends. He is married to Bev Bighead, who flirts occasionally with Rocko. Ed works at Conglom-O, but his job title is constantly changing. Ed hates his life.

6. Bev Bighead

Bev Bighead is a toad who is married to Ed. Bev, in contradiction with Ed, likes to live life on the wild side. She divides her time between cooking, nude sunbathing, and cleaning up after Ed's mistakes. She finds herself continually patching up friendships and family ties and seems to get along with everyone (including Earl, who doesn't get along with anybody).

b. Minor Characters

1. The Chameleon Brothers(Chuck and Leon)

Chuck and Leon are Chameleon's and true to their species, they are very good at adapting to any situation (hopefully making it profitable). They have run a variety of businesses, including a cafe, a video emporium, and a health spa.

2. Dr. Hutchison

Paula Hutchison is a cat. Hutch married Filburt in the last season of the show. They had 4 kids together. Hutch had a variety of jobs, including dentist (but got tired of looking down in the mouth) and a surgeon (but couldn't cut it).

3. Wolfe Family

The Wolfe family could actually have a show of their own. The Wolfe family adopted and raised Heffer. Virginia is the mom. She is always treating Hef like a little kid. George is the father, who would like Hef to grow up and get out of the house. There is also Peter and Cindy, brother and sister, but we don't know too much about them. Grandma's in heck, and she tortures Peaches down there. Grandpa is grandpa.

4. Peaches

Peaches wears a beeper and works for the Dark Underlord. He has tried to lure Hef to heck but has been unsuccessful (thanks to grandma Wolfe). Peaches has an utter for a head. He likes to play with a paddle-ball and sometimes hosts game shows.

5. Ralph Bighead

Ralph is Ed and Bev Bighead's son. He was disowned by Ed for not wanting to work for Conglom-O so he went to Holl-O-wood to become a cartoonist. He created a cartoon called The Fatheads. Note: Joe Murray, creator of Rocko's Modern Life, is the voice of Ralph Bighead.

6. Really Really Big Man

Really Really Big Man is the resident superhero. As you might imagine, he is really, really big. :)

7. Hippo Lady

Hippo Lady is a huge hippo. Rocko always seemed to get her upset and she would say, "how dare you!". Hippo Lady played a bigger role in one episode, where she and Rocko went around ringing people's doorbells then running (they ended up getting arrested and had to go to court).

8. Mr. Smitty 

Mr. Smitty is Rocko's boss at Kind-Of-Alot-Of-Comics. He is always mean and he once hired Filbert to be the clerk and put Rocko in charge while he was away.

 9. Elksie

Elksie was Heffer's only girlfriend. In order to grow up Heffer had to bring an elk home. This is when he met Elksie and fell in love. They broke up the same night they met.

 10. Mr. Dupette

This is Mr. Bighead's boss at Conglom-O. He constantly picks his nose or has someone else pick his nose for him. He like when Ms. Bighead filled in for Mr. Bighead.

 11. Alicia

This is Alicia. Alicia is Rocko's mailcarrier and for a short while Rocko fell in love with her. She was only seen in the episode (S.W.A.K.).

c. Incidental Characters

1. Rabbit

Hmmm.. this is a strange character. He hung out at the comic book store quite a bit. Didn't really do too much though. He was just strange.

 2. Bloaty and Squirmy

Bloaty and Squrimy are parasites that live on Spunky. They have their own show within Rocko's Modern Life, it is called The Bloaty and  Squirmy Show. They have many wild adventures.

               3. The Fatheads

            Ralph Bighead created a show called The Fatheads. The episodes contained the  

            following characters (see picture). They always yelled at each other.

            4. Shellburt(Turtle), Gilburt(Turtle), Norburt(Steer), and Missy(Cat)

            These are Filburt and Dr. Hutchinson's' kids. Two are turtles, one is a steer and one is a cat. They were only seen in the last season of     

            Rocko's Modern Life.

            

            5. Flecko

            Flecko was a very annoying fly seen in only a few episodes. He once framed Rocko and had Rocko turned into a fly for a day and he also    

            tried to eat Rocko's Australian burgers once.
