Mainly a detention facility used to enforce immigration laws

Concept of "Paper Sons and Daughters:"
If any immigrant could prove they were related to some in the US (there were no records to compare to) and they had papers proving this (these could easily be forged before the trip was made) they could get in without waiting for weeks at Angel Island.
