This document examines the implications of the economics of Information Technology (IT) markets. IT markets are increasingly global with declining barriers to entry, products markets have undergone significant liberalization while the deployment of IT has significantly lowered the costs of entry for global suppliers. Industry structure and dynamics, in particular disintegrated supply and vertical competition, also work to reinforce the dominant position of US-based incumbents in many segments. The non-US firms and IT centers can be successful by creating totally “new” value chains revolving around natural differences in economic organization and activity. Efforts to participate in the global IT economy should focus on fostering local demand to facilitate the emergence of new value chain in the Vertical disintegrated market rather than using policy in more conventional ways.
