A NEW BEGINNING
A New Meeting Room Dedicated to the Grand Old Fellows in Blue, Named in Honor of RI GAR Arnold Post No. 4
At the RI GAR Civil War Museum & Library, 762 Dyer Avenue in Cranston, RI
The Arnold Post 4 Meeting Hall is used by RI SUVCW Elisha Dyer Camp No. 7, RI MOLLUS,
and RI ASUVCW Elisha Dyer Auxiliary No. 2, as well as the RI GAR Civil War Museum Membership & Board of Governors,
including the museum's Battery A, 1st RILA and its 1st Reg. RI Volunteer Infantry Civil War Living History Unit Assocs.


2008 Commander Gregory H. Payne, PCC, announced the RI Department SUVCW had finally returned all Camp 7-Post 4 materials to Camp 7, and that Camp 7 was granted approval to use the RI GAR Civil War Museum Arnold Post 4 Meeting Hall and establish a Camp 7 office in the facility.    RI MOLLUS and RI ASUVCW Elisha Dyer Auxiliary No. 2 are also granted the same privilege.

2007 Commander Gregory H. Payne, PCC, announced that he shall form a new committee of Camp 7 Brothers Gregg A. Mierka, PDC; Rev. Raymond J. Ferrick; and Henry C. Duquette as well as himself to re-review the Camp 7-Post 4 records in posession of the Camp, as well as the SUVCW-GAR Deed of Conveyance and all past RI Department Encampment approved resolutions, then re-draft a new proposal to recover the Camp 7-Post 4 records and memorabilia that Camp 7 temporarily place in the hands of the Department.

2006 Commander Gregory H. Payne, PCC, announced upon review that in accordance to the SUVCW C&R as well as Camp 7 policy, Brother George A. Perry, PCC, shall rightfully be granted credit for the completion of the 2005 year term of office as Camp Commander and he shall be deemed as the only recognized Camp Commander for the 2005 year.    Brother Perry assumed the office of Camp Commander after Brother Geoffrey D. Gardner resigned and Brother Perry completed more than seven (7) months of the 2005 term.    The decision was made in session with the Camp Council and approved.    The Camp records shall hence forth relect this decision.

2006 Commander Gregory H. Payne, PCC, announced upon review with the Camp Council that no Brother shall be allowed to secretely tape record the proceedings of any Camp 7 Meeting.    The Camp Secretary may be alolowed to use a recording device for the purposes of accuately taking the meeting minutes, however this shall require the approval of the Camp Commander or be voted by the Camp membership in advance and all Brothers in attendance must be made aware of this matter at the satrt of the meeting.    Any Camp member, SUVCW visitor or guest who violates this decision shall be perminantly banned from attending any Camp 7 meeting.    The Camp 7 Guard, Sr. Vice Camp Commander and Jr. Vice Camp Commander shall be authorized to assist in the enforcement of this decision.

2006 Commander Gregory H. Payne, PCC, announced that Camp 7 Brothers Geoffrey D. Gardner, David J. Duggan, Bruce Frail and Benjamin Frail were forming a new Camp named Sullivan Ballou Camp No. 3 and are transferring to form the Camp.

2005 Commander George A. Perry, PCC, announced that after review of the 2005 Camp 7 Annual Bivouac Proceedings although a re-call or second Camp Officer election after the Bivouac in January as recommended by the Department Commander was not necessary, the outcome is in fact the same.    Hence forth the Camp 7 records shall reflect Brother Gregory H. Payne, PCC, has fairly won election as 2006 Camp 7 Commander over Brother Bruce D. Frail.    This decision is made with the concurrance of the Camp 7 Camp Council by unanimous consent.

2005 Commander George A. Perry, PCC, announced that he will agree to move up from his position as Camp Sr. Vice Commander and serve for the year as Camp Commander after Brother Geoffrey D. Gardner resigned.    He also announced that with the concurrence of the Camp Council Brother Bruce D. Frail shall move from Camp Jr. Vice Commander and serve as Camp Sr. Vice Commander, and Brother Gregory H. Payne, PCC, has been selected to serve as Camp Jr. Vice Commander for the remainder of the year.

2005 Commander George A. Perry, PCC, upon confirmation by the Camp Secretary, announced that Brother Geoffrey D. Gardner Shall be recognized as Camp Commander FY-2004.

2005 Commander George A. Perry, PCC, announced that Camp 7 cannot recognize Brother Geoffrey D. Gardner as a Past Camp Commander since it was confirmed that he is two (2) years behind with his dues and this situation is a violation of the rules of the order pertaining to SUVCW office holders. As soon as the situation is resolved the Camp will rescind this order.

2004 Commander Geoffrey D. Gardner, announced that all members of the Camp, not just Camp officers, should try to be familure with the C&R and Camp 7 Bylaws, all Standing Camp 7 Committees should submit written annual and quaterly reports, the Camp Secretary shall convey a schedule of yearly meetings and events at the beginning of each year with the concurrence of the Camp Commander, and the Camp should try to hold all future Bivouacs at the Governor Sprague Mansion in Cranston (as previously planned by Past Camp Commander Duggan and Camp Secretary Mierks, PDC to begin this year), because of its Civil War history and that it is centrally located in the State.

2003 Commander David J. Duggan, sadly announced the Camp 7, Charter shall be draped in black until the next Camp 7 Bivouac as memorial to the passing of Brother Dennis Wilks, PDC, who passed away at the age of 52, on March 13, 2003.    Brother Wilks served as Camp 7 Commander in 1986 and served as RI SUVCW Department Commander in 1989.

2003 Commander David J. Duggan, announced that Camp 7 shall appeal to the National SUVCW for recognition of Camp 7 as the true and legal SUVCW successor to R.I. GAR Arnold Post No.4, as representative of the National SUVCW in this matter, and ask that all Camp 7 and Post 4 material placed temporarily in the R.I. Dept. SUVCW storage facility be returned to the care of R.I. SUVCW Elisha Dyer Camp No.7 as R.I. GAR Post 4 expressed in its 1926 agreement with R.I. SUVCW Camp 7, notarized and filed in N.Y. District Court, N.Y., N.Y.

2003 Commander David J. Duggan, announced the ceremonial Civil War uniformed Camp Guard of Elisha Dyer Camp No.7 shall be called "The Elisha Dyer Camp 7 Camp Guard", but it shall continue to portray Battery A for Camp ceremonies, such as Memorial Day and Honor Guards, to respect the RI SUVCW Camp 7 heritage to RI GAR Arnold Post 4, named after Captain William A. Arnold Civil War commander of Battery A; by permission of the R.I. Grand Army of the Republic GAR Civil War Museum, inc. and its Battery A Unit Association.

2003 Commander David J. Duggan, announced that due to the raise of per capita taxes assessed by the National SUVCW, and as per vote of the Camp 7 membership at the November 2002 Annual Camp 7 Bivouac, the yealy Dues for continued membership in RI SUVCW Elisha Dyer Camp No.7 shall be raised $5 to total $35 per member, per year.    The total fees for new members shall stay the same at $50 to join.    And this shall take effect for year 2003, when the Camp Secretary sends out dues payment notices for year 2004, this September 2003.    All dues for 2004 must be paid by the Novenber 2003 Bivouac.

2003 Commander David J. Duggan, sadly announced the Camp 7, Charter shall also continue to be draped in black until the next Camp 7 Bivouac as memorial to the passing of Brother Aram A. Plante, PDC, and former member of Camp 7 from 1940 to 1996, who died June 23, 2002.    Brother Plante served as Camp Commander 5 consecutive terms from 1988 to 1992, and served 2 consecutive terms as RI SUVCW Department Commander 1992 and 1993.    Brother Plante was a U.S. Coast Guard Veteran during WWII and during the Korean War.

2002 Commander Gregory H. Payne, PCC, Upon the advice of Brother Gregg A. Mierka, PDC, Camp Secretary Treasurer, and the Camp 7 Council, Camp Commander Gregory H. Payne announced that the year 2000 Camp Commander's Order of Past Camp Commander Henry B. Pierce may be in conflict with the National SUVCW C&R and Congressional Charter and therefore shall be amended to read; Camp No.7 shall turn over corporate ownership of Battery A, 1st Regiment R.I. Light Artillery and the 1st R.I. Volunteer Infantry to The R.I. Grand Army of the Republic GAR Civil War Museum, Library & Research Center, inc.; a 501c3 R.I. nonprofit corporation founded by the individual members of Elisha Dyer Camp No.7, and other entities as a separate entity from the SUVCW.

2002 Commander Gregory H. Payne, PCC, sadly announced the Camp 7, Charter shall be draped in black until the next Camp 7 Bivouac as memorial to the passing of Brother John E. Babcock, Jr., who died November 26, 2001 and was buried November 28th.    Camp 7 was also ordered to provide the honor guard detail at Brother Babcock's funeral and at Riverside Cemetery in Wakefield.    Brother Babcock is survived by Sister Judy Babcock of Elisha Dyer Auxiliary No.2.    Brother Babcock was U.S. Army Combat veteran of WWII.

2002 Commander Gregory H. Payne, PCC, announced that Camp 7, as SUVCW legal successor to R.I. GAR Arnold Post No.4, shall appeal to the R.I. Dept. SUVCW to secure the return of all Post 4 and Camp 7 material temporarily placed in the R.I. Dept. SUVCW storage facility in 1996 in order to direct the Camp 7 Archivists Gregg A. Mierka and Raymond J. Ferrick to re-inventory all said material and make full use of such for the purposes of completing the Camp 7/Post 4 histories and yearly Proceedings from 1879 to 1926 for RI GAR Post 4 and 1909 to the present for RI SUVCW Camp 7.

2001 Commander George A. Perry, PCC, announced that the 1997 Camp Commander's Order of Past Camp Commander Matthew J. Hecht shall be amended to read; Camp No.7 and Arnold Post No.4 material shall be turned over to the Camp Archivist, Br. Raymond Ferrick, to be maintained in the Camp Archives.

2001 Commander George A. Perry, PCC, announced that in accordance to the Camp vote, and to take effect: That all future Camp No.7 promotional material and policies shall be consistant with the General Orders of the SUVCW Commander-in-Chief.
