THREE CAMP 7 DEPARTMENT COMMANDERS

2000 Commander Henry B. Pierce announced that in accordance to the Camp vote, and still in effect: That Battery A shall not seek to return as a unit in the Sons of Veterans Reserve, but rather it shall forever remain under the management of Camp No.7 and the ownership of the members of Camp No.7.

1999 Commander Robert L. Renehan announced that in accordance to the Camp vote, and still in effect: That the Bylaws for Camp No.7 and Battery A were approved reviewed signed and attested by Camp and Department officials at the 90th Camp Bivouac.    All measures shall be in affect as of November 13, 1999.    Br. Gregg A. Mierka was voted approved by the Camp and appointed by the Commander to complete a detailed series of Camp Proceedings Books to be maintained by the Camp dating back to 1909, and he shall be authorized to purchase and collect all necessary material to complete the job.

1999 Commander Robert L. Renehan announced that in accordance to the Camp vote, and still in effect: That Elisha Dyer Camp No.7, R.I. Department SUVCW, on October 28, 1998, adopted, by unanimous vote, a resolution submitted by Brother Perry Denham to petition the Department to submit the nomination of R.I. Major General George Sears Greene and R.I. Major General Ambrose Everett Burnside, for election to the Rhode Island Hall of fame and submitted its resolution on the matter to the Department asking for its support and resolution on behave of the entire Department.    The Camp asked that both Camp and Department Resolutions should be sent to the R.I. Historical Society.    All Camps of the R.I. Department SUVCW, are urged to add their support to the Camp 7, Resolution.

1999 Commander Robert L. Renehan announced that in accordance to the Camp vote, and still in effect: That the Camp 7 membership is now the largest it has been since 1909 and that Camp 7 still remains the largest Camp and the oldest continually active Chartered Camp in the R.I. Dept. SUVCW. We are ready to assist and welcome all new members.    Please contact Gregg A. Mierka, PDC, Camp Sec/Treas. form information applications and fees.    The yearly dues to remain a member of the Camp is $30.00.    The first year dues and induction fees to become a new member of the Camp are $50.00. Camp 7 excepts Lineal members who are descended from a Union Civil War Veteran as well as Associates who have no hereditary link to a Union Civil War Veteran.    Both have equal rights and privilages under the rules and regulations of Camp 7.

1999 Commander Robert L. Renehan announced that in accordance to the Camp vote, and still in effect: That in February 1999, Camp 7 was pleased to welcome the 3 remaning Brothers of the former James Barton Camp 19 (closed) who have merged with Camp 7.    Camp 7 looks forward to serving the former Camp 19 area of the State which is now merged with the Camp 7, as an important part of its mission to carry on for the Grand Army of the Republic Posts once located throughout both Camp areas in Rhode Island.

1998 Commander Rev. Dennis P. Kohl announced that in accordance to the Camp vote, and still in effect: That All previous Camp Commander's Orders in compliance with the National SUVCW and decisions of Camp No. 7 shall remain in effect.

1997 Commander Matthew J. Hecht announced that in accordance to the Camp vote, and still in effect: That the Camp Patriotic Instructor shall conduct a series of Civil War Round Table talks and discussion displays at each Camp meeting throughout the year.    He also announced that the Camp Graves Registration Officer shall conduct all Camp activities concerning Civil War Veteran Grave Stone replacement, flagging and maintainance program throughout Providence, Cranston, Johnston, Pawtucket, Central Falls, East Providence and Warwick.

1997 Commander Matthew J. Hecht announced that Elisha Dyer Camp No.7 shall maintain a site on the world wide web to promote Camp 7, the history of GAR Arnold Post No.4 (linked to the history of Camp No.7), and inform the public about Battery A, First Regiment, R.I. Light Artillery.    The Camp Commander shall designate a member of the Camp to manage the Camp Home Pages and Web site as Camp Webmaster and all material put on the Web shall comply with the policies of the National SUVCW.

1997 Commander Matthew J. Hecht announced that in accordance to the Camp vote, and still in effect: In accordance with the R.I. Department SUVCW policy concerning Liability Insurance, Elisha Dyer Camp No.7, shall NOT support, engage or sponsor activities that involve the use of black powder.    Since Camp No.7 also sponsors Battery A, First Regiment R.I. Light Artillery, Camp Guard, this rule will likewise be in affect and therefore no firing demonstrations will be planned for uniformed events this year or in the future.    The function of the Battery A, Camp Guard, shall be ceremonial and educational for all Camp No.7 and the Department events in the future.

1997 Commander Matthew J. Hecht announced that in accordance to the Camp vote, and still in effect: A call for the return of all R.I. Department property, except those articles assigned to the Camp 7, has been issued.    All Camp No.7, members who have GAR/SUVCW property belonging to the Department, 8 years and older, are instructed to turn all items over to Br. Raymond Ferrick, Department and Camp 7 Archivist.    The deadline to comply was September 1, 1998 so please contact the Department or Br. Ferrick soon.    He is in the process of re-inventoring all properties and depositing them in the Department storage facility.    Please cooperate.

1996 Commander George A. Perry announced that in accordance to the Camp vote, and still in effect: Camp 7 has changed it's former policy of mandating that all members who have not paid their annual dues to the Camp shall be maintained as members in bad stnding for for full year at the Camp's expense; to the Camp shall be allowed to drop any member who has not paid dues in the first 90 days or first quarter of each new year.    This Order shall concur with the changes made by the National SUVCW concerning this matter.

1996 Commander George A. Perry announced that in accordance to the Camp vote, and still in effect: The Camp shall begin to study guidlines and professional management policies on the operation of museums and the Camp shall also begin to create perminant guidelines and suitable functions for Battery A to assist in a museum and education program for Camp 7.

1995 Commander Jan M. Ouhrabka announced that in accordance to the Camp vote, and still in effect: That Camp 7 shall adopt the Greene Family Grave Site of Civil War Major General George Sears Greene in the Warwick R.I. Village of Apponaug and the Camp shall advise the R.I. Department and/or National SUVCW and work closely with Thomas E. Greene, President of the Surgeon John Greene Society as well as President of the Major General Nathanael Greene Homestead Museum at Spell Hall, Coventry, plus members of the Greene family, the Apponaug Area Improvement Association and the City of Warwick to decide the best way to try and maintain the site.

1994 Commander Brian E. Guiot announced that in accordance to the Camp vote, and still in effect: That Camp 7 shall annually select and recognize a member of the Camp for outstanding service to the Order and the award shall be the member of the year award.

1993 Commander Gregg A. Mierka announced that in accordance to the Camp vote, and still in effect: That Camp 7 shall continue and expand its commitment to continue to serve the City of Cranston and be a part of the Annual Cranston Fall Harvest Festival, the City of Warwick and continue to be a part of Apponaug Days and look for ways to do the same for all other cities the Camp serves and promotes the SUVCW.

1993 Commander Gregg A. Mierka announced that in accordance to the Camp vote, and still in effect: That Camp 7 has received permission from Commander-in-Chief Elmer F. Atkinson, Commander-in-Chief Allen Moore and the National SUVCW to award the Adjutant General of the R.I. National Guard a National Honory Membership in the SUVCW as a member of Elisha Dyer Camp No. 7 and extend to him all appropriate benifits perscribed in the National Constitution and Regulations of the Order.    And that when such time occurs that the a new man shall become the Adjutant General the Camp shall carry the dues of the outgoing Adjutant General for at least one year and induct the new Adjutant General as Honorary member noting the change on the Camp Roster and per capita tax report to the Department.    This Order is particularly significant because Elisha Dyer, Jr. was the architect of the modern version of the National Guard system in the State of R.I., and his father Elisha Dyer Sr. also serve R.I. as Adjutant General of the R.I. State Guard, an early form of the R.I. National Guard.

1993 Commander Gregg A. Mierka announced that in accordance to the Camp vote, and still in effect: That Camp 7 shall continue to work to re-establish it's Headquarters at the Old Arsenal at 176 Benefit Street in Providence or some other location suitable to meet the needs of the Camp and also work with the R.I. Dept. SUVCW to recover all SUVCW Camp No. 7 and all GAR Arnold Post No. 4 records and properties and to establish a family research center educational Civil War/GAR museum to house such items and display them in a professional manner to the people of R.I.

1993 Commander Gregg A. Mierka announced that in accordance to the Camp vote, and still in effect: That even though Camp 7 has been illeagally banned in view of R.I. Law 30-10-11 from meeting in its historic headquarters at the Old Arsenal at 176 Benefit Street by a politically connected local militia organization and assumed control of SUVCW and GAR property belonging to Camp 7, the Department and the National SUVCW, the Camp shall continue to meet in a public place and discontinue the temporary practice of meeting at a Camp member's home, because the Camp is a public organization and to make the recruiting efforts of the Camp more effective.

1992 Commander Aram A. Plante, PCC, announced that in accordance to the Camp vote, and still in effect: That Camp 7 shall never surrender SUVCW/GAR property granted in the 1920s by Deed of Conveyance with R.I. Grand Army of the Republic Arnold Post No. 4 or its rights to meet and use the 176 Benefit Street Arsenal in Providence since 1909.

1992 Commander Aram A. Plante, PCC, announced that Camp No.7 must continue to honor the legally certified and notarized 1926 agreement between R.I. Dept. GAR Arnold Post No.4 and the R.I. Division, Sons of Union Verterans, United States of America (R.I. Dept. SUVCW), conveying all assets and property belonging to Arnold Post No.4 to Elisha Dyer Camp No.7.    This agreement also complies with the section of the National GAR/National SUVCW Deed of Conveyance inwhich GAR Sr. Vice CnC Albert Wolson expressed his desire to have all local GAR material maintained by the local entities of the SUVCW when ever and where ever possible.    The Post 4/Camp 7 agreement was certified by U.S. District Court, New York, New York in 1926, and was filed in New York, with certified copies filed with the State of Rhode Island and the City of Cranston, R.I.    The Camp shall maintain both of its original copies of the agreement (the Post 4 copy and the Camp 7 copy) perminantly in the Camp 7 files and records.    The National GAR/SUVCW Deed of Conveyance and Confirmatory Deed were processed through U.S. District Court, Washinton, District of Columbia in 1954 and 1956, Deeding all GAR assets, real and financial, tangible and intangible to the National SUVCW.    (Additional information about the National GAR/SUVCW Deed of Conveyance and Confirmatory Deed may be obtained by contacting the National SUVCW at http://www.suvcw.org).

1991 Commander Aram A. Plante, PCC, announced that Camp No.7 must focus on the future as much as the past.    Although the Camp is the largest and most active SUVCW Camp in Rhode Island, it shall work to try to double its membership as well as its treasury by the end of the year.    Each man is asked to bring in one new member and a report on the sucess of this effort shall be given at each Camp Bivouac.
