<DD>The purpose of any drug reform policy should be to reduce - or eliminate the harmful effects of the drug war. The drug war is the status quo. Drug prohibition leads to these problems:
<DD> 1] high rates of crime and violence.
<DD> 2] high rates of drug abuse
<DD> 3] a criminal black market that preys on minor children, both as customers and/or employees.
<DD> Full legalization would involve the following 2 factors:
<DD> 1] decriminalization of all drugs in any amounts.
<DD> 2] licensed sales of all drugs either via recreational drug stores [converted OLCC stores] or via grocery outlets for "softer" drugs such as beer, wine, and marijuana brownies. Hard drugs like nicotine might be moved from grocery outlets to recreational drug stores in such a proposal. This would be done on a statewide basis.
<DD> The expected results would be as follows:
<DD> 1] one third - or higher - drop in rates of crime and violence.
<DD> 2] similar drops in drug abuse rates - but spread over a longer period of time as present day addicts receive treatment.
<DD> 3] wipe out black market as cheaper and safer drugs would be widely available.
<DD> Below I will list various alternative drug reform plans and their expected results:
