-Added "Shuma's Government Guides" (GREAT work on those Shuma!)

the heads up on that one!)
-Added "Fertility Rates" and "Fertility Terrain Modifiers" (BIG thanks to
Tyrsis, all of this is straight from him!)

-Renamed "Preset Race Modifiers" to "Standard Race Modifiers" just for the
heck of it.

-Fixed a variety of formatting errors that were already in MOO3 initially.

-LOTS OF MAJOR CHANGES!
-ADDED LORE WEAVER'S RACE STRATEGY GUIDES! (GREAT work Lore Weaver!)
-ADDED CHAOS AVATAR'S BEGINNER'S GUIDES! (These are AWESOME Chaos Avatar!)
-LOTS AND LOTS of reformatting
-Alphabetized the magnate races
-Completely Alphabetized the Planetary Specials. *Whew*
-Separated magnate modifiers from the normal races
-Added Pictures
-Added Magnate Civilization to the list of Planetary Specials
-Added Handy Search Values
-Added "Related Topics" to some of them
-Misc. other stuff I can't remember...

-I basically just copied and pasted Tyrsis and Imagiro's work and compiled
it in this zip, I didn't do anything else in this version. (Great work on it
