THE SIGNING OF THE AGREEMENT BETWEEN An Agreement between the Government of the Republic of Indonesia and the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) on the Establishment of the Sub Regional Office of CIRDAP in Southeast Asia (SOCSEA) was signed on February 21, 1977, by the Director General for Foreign Economic Relations, H.E. Mr. Soemadi D.M. Brotodiningrat on behalf of the Government of the Republic of Indonesia, and DR. A.V.S. Reddy, Director of the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), based in Dhaka, Bangladesh. The Signing of this Agreement signifies another step forward for the intensification of collaboration among CIRDAP member countries e.g. Bangladesh, India, Nepal, Pakistan, Sri Lanka, Indonesia, Laos, Malaysia, Myanmar, Philippine, Thailand, Vietnam and Afghanistan, in promoting sub regional cooperation relating to integrated rural development such as through a network of national institutions, promote and assist research activities, and exchange of information generated by country programmes for poverty alleviation in the region. Along this line, and considering the increased programmes and complicated problems of integrated rural development in Asia and the Pacific region in general and in Southeast Asia sub region in particular, the establishment of the Sub Regional Office of CIRDAP in Southeast Asia (SOCSEA) is inevitably needed. The Government of Indonesia attaches great importance of integrated policy and efforts to alleviate the problem of poverty such as encouraging the poor to overcome their own problem, because poverty can only be conquered by the poor themselves. In this context, the essential role of the public sector is to provide the infrastructure and to create a conducive climate for the participation of the poor in the productive economic activities that will improve their socio-economic situation. It is therefore an honour as well as a challenge for the Government and People of the Republic of Indonesia, that city of Jakarta has been chosen to be the seat of SOCSEA. It is hoped the objective of
the establishment of SOCSEA in Jakarta, Indonesia will provide a solid
bedrock foundation as well as playing a catalytic role for enhancing
effective and efficient services to meet the needs and interest of the sub
region including those aspects related to rural-urban development activities
for poverty alleviation in respect to the sub region's conditions.
Furthermore, activities of SOCSEA will utilise several regional rural
development facilities in Indonesia and hoping that programmes, projects as
well as poverty alleviation in Indonesia will be further supported. In this
context SOCSEA will establish its close ties with several donor countries
e.g. Japan and international institution, e.g. FAO, world Bank and ADB in
order to facilitate CIRDAP's member countries, like Indonesia for

Penandatanganan Naskah Persetujuan Pembentukan "Sub Regional Office of the
Centre on Integrated Rural Development for Asia and the Pacific for
Southeast Asia (SOCSEA)" antara Pemerintah Indonesia, yang diwakili oleh
Direktur Jenderal Hubungan Ekonomi Luar Negeri, Soemadi D.M. Brotodiningrat
dan the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP)
yang berkantor pusat di Dhaka, Bangladesh, yang diwakili oleh Direktur DR.
A.V.S. Reddy. Dalam kaitan ini, Pemerintah Indonesia memberikan arti penting pengembangan suatu kebijakan dan upaya yang terintegrasi dalam rangka menanggulangi kemiskinan, di antaranya dengan mendorong masyarakat yang kurang mampu untuk mengatasi sendiri masalah kemiskinan karena pada hakekatnya kemiskinan itu hanya dapat diatasi oleh masyarakat itu sendiri. Dalam hubungan ini, peranan utama sektor publik adalah menyediakan infrastruktur serta menciptakan iklim yang kondusif dan terbuka bagi masyarakat yang kurang mampu untuk dapat berpartisipasi dalam kegiatan ekonomi yang produktif yang pada gilirannya dapat mendorong pertumbuhan kehidupan sosial dan ekonomi yang lebih baik. Oleh karenanya, terpilihnya kota Jakarta sebagai tempat kedudukan SOCSEA merupakan suatu kehormatan sekaligus tantangan bagi pemerintah dan rakyat Indonesia. Dengan terbentuknya SOCSEA di Jakarta, diharapkan lembaga
ini dapat semakin memperkokoh landasan serta berperan secara katalis untuk
meningkatkan daya guna dan hasil guna pengembangan pedesaan secara
terintegrasi terutama dalam upaya-upaya pengentasan kemiskinan dengan
memperhatikan kondisi-kondisi di negara-negara sub kawasan Asia Tenggara.
Selanjutnya, kegiatan-kegiatan SOCSEA akan memanfaatkan dan mendayagunakan
sejumlah fasilitas pembangunan pedesaan di daerah-daerah dan diharapkan
dapat mendukung program, proyek serta kegiatan pengentasan kemiskinan bagi
rakyat kecil di Indonesia. Selain itu, SOCSEA akan menjalin kerjasama yang
erat dengan sejumlah negara donor seperti Jepang dan lembaga internasional
seperti FAO, World Bank dan ADB sehingga dapat memudahkan negara-negara
anggota CIRDAP, termasuk Indonesia untuk melaksanakan proyek dan program
pengentasan kemiskinan dengan baik dan mencapai sasaran yang diinginkan. (Sumber: The Signing of the Agreement between)
