The Rotary Club of Northbay was conceived in June, 1979 by the Rotary Club of Navotas during the term of CP Bert Soyangco (deceased) when Augusto "Evi" Evidente was District Governor then. On July 1, 1979, DG Romy Galang appointed Bert Soyangco of RC Navotas as DGGR to sponsor RC Northbay.
Events came one after another, from meetings of sponsor clubs' Board of Directors, organizational and weekly meetings of the provisional club at the different venues, which resulted in setting the regular meeting day and time and the amount of annual dues.
On November 10, 1980, the first regular meeting of the provisional rotary club of Northbay which was formerly known as RC Navotas South was presided by its DGGR and election by ballot of Charter officers was held wherein Atty. Johnny Maningat was elected as Charter President.
Finally, Rotary International officially admitted RC Northbay on December 22, 1980 and became one of the 18,197 Rotary clubs in 154 countries and geographical regions of the world.
Since the club's twenty years of existence as non-political service organization, it ahs modestly produced some notable projects, which includes: Medical-Dental Missions in various barangays in Navotas to Bo. Mambog, Binangonan; construction of concrete waiting shed; potable drinking fountain in Navotas High School; erection of the 4-Way Test billboard; donated reflectorized traffic signs in Bgy. San Roque, Navotas; construction of a monumental Rotary Foundation Center Building through the collaboration efforts of RC Northbay and daughter club of RC Northbay East; and lastly, a Scholarship program for the Deaf and Mute schoolchildren in Olongapo made possible through the club's Matching Grant of Rotary International.
RC Northbay started with the original 25 members then grew to as much as 39 members. However, due to some reasons, club sometimes becomes smaller in size such as RC Northbay when it reaches to as low as 16 members. As of date, RC Northbay has a total of 25 active members in District 3800,. It has a distinction of the only club that has a Rotarian and Spouse as active Rotary members.
Since its organization twenty years ago, RC Northbay shared territorial boundaries with Rotary Clubs of Navotas, Dagat-dagatan and Northbay East, all in Navotas. Since RC Northbay lies along the bay area of Manila where fish ports were located, thus "Ang Daungan" became the club's weekly bulletin.
