England advances to World Cup 2010.  The 8 best 2nd place teams will be placed in 4 playoffs, with the winners of each playoff advancing to World Cup 2010.  Upon completion of all group matches, the matches between the 2nd and 6th place teams in the first 8 groups will be disregarded in order to equitably compare those 2nd place teams with the 2nd place team of Group 9, which has only 5 teams.
