The Health Professionals Competency Assurance Bill

This committee has been formed and a list of its members appeared in the July edition of Healthy Options. The appointed members are:
Prof Peggy Koopman-BoydenChair (Hamilton)
Melva MartinComplementary/alternative health (New Plymouth)
David HoldenComplementary/alternative health (Auckland)
James McNeillComplementary/alternative health (Napier)
Dr Debbie RyanMainstream Clinician/Pacific health (Auckland)
Janine RandleMainstream nurse (Christchurch)
Dr Rhys JonesMaori health (Auckland)
Marilyn WrightConsumer (Hastings)

This committee is seen as the first step towards integrating complementary healthcare into the existing health system. The long-term aim is for complementary health practitioners to work alongside general practitioners in hospitals and health clinics and for the public health system to have a cost-effective complementary healthcare system that both emphasises preventative health and reduces the skyrocketing health bill.

The opinions and recommendations that come from this committee will have an enormous impact on which complementary health care modalities are used in NZs public health service. The committee is presently gathering information about the complementary health modalities and inviting practitioners to present their modalities, ideas and information to the committee. Should anyone be invited to speak on behalf of Reiki please contact Maureen Kelly so we can arrange for support and backup to be provided if it is needed.

The Health Professionals Competency Assurance Bill

There seems to be a lot of confusion and fear about what this Bill is all about. Presently, in NZ, there are 11 Acts of Parliament administered by the Ministry of Health. The NZ Government wants to combine all these Acts into one so that it is easier to manage. The 11 Acts are:

  1. Chiropractors Act 1982
  2. Dental Act 1988 (Dentists, dental technicians, clinical dental technicians)
  3. Dieticians Act 1950
  4. Medical Auxiliaries Act 1966 (medical laboratory technicians, medical radiation technologists, podiatrists)
  5. Medical Practitioners Act 1995 (MAP)
  6. Nurses Act 1977 (which includes midwives)
  7. Optometrists and Dispensing Opticians Act 1976
  8. Occupational Therapy Act 1949
  9. Pharmacy Act 1970
  10. Physiotherapy Act 1949
  11. Psychologists Act 1981

The term "Health Professionals" are those people who come under the above list of Acts. The people who practice massage, Reiki, homoeopathy, naturopathy, acupuncture and herbal medicine come under the term "Complementary Healthcare Workers" and they will not come under the Health Professionals Competency Assurance Bill unless someone claims to be a qualified Health Professional when they are not or if the modality can cause irreversible harm (ie: death, permanent disability or poisoning).

The Minister of Health, Annette King, has a 25-page report on her website that explains the Health Professionals Bill. Paragraph 34 of her report states that the Bill will "allow practitioners, who do not pose a risk to the public, to practise without the need to be regulated, for example, massage therapists".

A member of the Ministry of Health's staff said the area the Bill looks like covering are things like herbalism, possibly homeopathy and structural therapies like osteopathy - but not at making registration of those practitioners compulsory. She also stated that the Bill would not cover modalities like Spiritual Healing.

NZ Reiki Website

There is another website up on the Internet for NZ Reiki it is: www.geocities.com/nzreiki It lists Reiki activities for New Zealand Reiki Practitioners. Pass the address around to your students and friends. It is a way of keeping an interest in what is going on in the NZ Reiki community. If you want to add anything to this website please contact Maureen Kelly
