Josh grew up in Connecticut, son to litigator Noah Lyman. His father was friends with Leo McGarry. Originally, Josh was working for Senator Hoynes, the "sure thing" for the democratic nomination. However, with Leo's persuasion he hears Governor Bartlet of NH and he joins the Bartlet presidential campaign. On the campaign he dates Mandy Hampton, convinces Sam Seaborn to join as a speechwriter, and has an assistant, Donna Moss. They go on to win the nomination and eventually the election. Once they are in office, Josh becomes deputy chief of staff.
After a town meeting, as the President exits the building there were gunshots fired and Josh was hit in the chest with a bullet. It collapsed a lung and damaged his pulmonary artery. After extensive surgery, his lung and artery are repaired. About six months later however, PTSD (post traumatic stress disorder) starts to reveal itself. He is able to get treatment from an ATVA (american trauma victims association) psychologist.
