Gunpowder was formed in 1902 as a small coal and coalite mining facility known as "Karl's Village" by Karl Toren. As the mining operation proved more fruitful, it eventually drew the interest of Chase Enterprises, a large conglomerate from The City. Chase Enterprises bought out most of the town in 1916, and set up gunpowder factories, though the city still mines a fair amount of coal and coalite.
Only a few of the residents have refused to sell their land, though Chase Enterprises has a stranglehold on the community.
Chief Windtalker: Windtalker is an old Lakulan national who has made his home among the "civilized" folk. He now acts as undertaker for the village. He buried Ari'Seleara's family in 1915.
Jack Macey: Sheriff of Gunpowder as of 1916, rumored to be an affiliate of Chase Enterprises.
Deputy Stan Healey: The Deputy in Gunpowder, who remembers Ari'Seleara's husband, Alex Dent.
Josten Drake: The Administrator of Chase Enterprises intersts in Gunpowder, Drake has a great deal of power in the town.
Giani Lazzaro: This guy owns a diner, which seems to be a front for a large underground weapons trade. Large, amiable, and chummy, Lazzaro has so far avoided the authorities of Gunpowder. The real question is, who does he work for?
NOTE: Shakaku bought some dynamite from him, and Lorsha bought a Thompson .45.
