Tennessee Tax Protest of 2002

In 2002 the Tennessee Legislature finally passed a budget and a bill generating revenue to pay for it.

In 2001, when word got out that the leg. was even discussing an income tax, protesters swarmed the capitol, pounded on doors and even broke a window in the governor's office.

The leg. was determined not to be taken by surprise in 2002. The capitol and its grounds were covered with state troopers, national guard and Metro Nashville police.

I work on the ground floor of the capitol and was able to take photos of the 2002 protest. These images are composites of some of those photos.

All looked well, until you looked at Legislative Plaza.

The Tax Protest was under way.

Citizens weren't shy about expressing their views of the legislature.

They got as close to the capitol as allowed and they made a lot of noise.

The legislature finally passed a budget. No one is satisfied.
