Drill the rivets out, using 1/8 drill bit for starting. And finish with 1/64 until the head of the rivet is disappeared. Then, open the body of the car, and separate the parts. Remove the paint with lacquer thinner.

Sand imperfection out of the car, and determine if any parts should be replaced. There is a great redline store for ordering any part you are looking for. They have great wheels, if your old ones are beyond repair.
Polish the bottom if you want to get a shiny look, using Brasso. Sometimes pitted metal needs a soak in vinegar. Vinegar is very good for cleaning up the metal.
Choose the color and the type of paint you want to use. Whether the enamel, spectraflame or nail polish. Lots of colors to choose from, and it's cheap.
