View Decs & Consts In Sizeable Window

This will open up your Declarations & Constants in a new window which you can make larger/smaller by dragging the bottom right corner.  You can access the Sizeable Declaration/Constant Window in two different ways:  1 - Run it from the menu  2 - Double-click the declarations/constants textbox on the main window
