I have composed an article for our local paper entitled "Home Based Businesses" Here is the complete article:

Starting a home based business is a major undertaking, but the staff at the legal department has tailored information to help ease the burden of paperwork and legal issues. Anyone interested in creating their own enterprise should be commended for their initiative, but should work closely with the legal office to ensure that navy guidelines are met.
The internet is an effective source of information and assistance for military spouses looking for a career as an entrepreneur. A great website is http://www.mscn.org/selfemp.html. According to this website, "Self-employment is one option for maintaining a career in spite of frequent PCS relocations. But you should be fully informed about the demands of self-employment before embarking on this path. Entrepreneurs need to be aware of the differing business registration requirements, employment laws, and tax regulations from state to state can really tarnish self-employment as an attractive option for military spouses."
Regulations have changed in recent years, enabling military family members to conduct some home-based businesses from military housing. However, there are many restrictions, and business owners must request permission from the installation commander in writing before beginning to conduct business from government quarters.
Owning your own business can mean financial independence, a sense of accomplishment and can help the employment situation on your base. Here at NAS Kef, there are many home based businesses. Cosmetics companies, food storage companies and many other firms are already established and may be the right option for your home based business.
The Military Spouse Entrepreneurial Information Page located at http://www.onlinewbc.gov/DOCS/military_content/ms_intro.html is a great resource for information about home based businesses in the specific military realm we find ourselves situated in. Operating a home based business on a military base differs from operating a business in the civilian sector. The site contains an extensive FAQ section, as well as networking opportunities and a section specifically devoted to the military spouse.
According to Lt Frank Yoon of the navy legal office, it is easy to establish your home based business here at naval air station Keflavik, and there are rewards for doing so. Registered home based businesses may advertise on the bulletin board at the Viking mall, a privilege not extended to unauthorized businesses.
He outlined the steps a business person needs to take in order to establish a home based business in government quarters. The first thing to do is consult the official instruction from the Commanding Officer regarding home based businesses, NasKef Instruction 1740.1D, subject: solicitation and conduct of commercial home businesses. Enclosure 1 of this instruction is the application, which should be filled out and returned to the legal office. Copies of this instruction are available at the navy legal office, or can be downloaded from the NasKef intranet. If at any time the entrepreneur has questions about the form or about registering their business, they are encouraged to call the navy legal office, where the staff are trained to answer your business related questions.
There are restrictions on the use of military services and property for the home based business owner. Private business owners are not permitted to ship or receive bulk orders of materials, then sell these finished pre-packaged goods on base. For example, a navy spouse is not permitted to become the new distributor of Hershey’s chocolates, wrapped with the Hershey packaging the same as is available at the Commissary. Business owners are allowed to take orders for their own product and deliver those completed orders through MPS.
Home based business owners are not allowed to shop at the NEX or commissary in support of their business. The example Lt Yoon gave was a chef, who shops at the commissary for their flour. Technically, that chef should purchase the necessary supplies he needs in support of his business on the economy.
The perk to operating a registered home based business is the ability to advertise, a function vital to all businesses. The bulletin board at the Viking mall is the designated area available for your posters, brochures and other promotional materials. Entrepreneurs may also advertise in the White Falcon, at their own expense.
There are many challenges in starting your own business, but the rewards can be immense. With a little bit of planning, and a lot of hard work, your endeavour will be blooming.
